It was reported that Zhong Benqiang- Director of Chenzhou Municipal People's Congress Standing Committee led an investigation team to visit Rucheng and Guidong counties and checked their work on implementing central and Hunan provincial government's spirits, reelection, poverty alleviation, and etc. As emphasized by Zhong Benqiang, the principals of party-lead, people-oriented, and rule of law should be followed to ensure the reelection work to be handled out fluently. 

When they were at Rucheng county, the team investigated ancient village project of Jinshan village and lotus plantation base which is a poverty alleviation project. A symposium was held afterward. Zhong carefully listened to the working reports on reelection delivered by the attendees. Zhong stated that all departments should follow the requirements listed by Hunan provincial and central governments to handle the reelection work; the evaluation of representatives of People's Congress and the registration of voters should be well handled to protect the voters' right. The work for every step should be handled out well. All staffs should keep efforts on their current work, no matter whether their jobs would be changed or not in future.

Zhong and his team visited Changqing village which is the accurate poverty alleviation village and talked with the poverty-stricken people face to face. Zhong encouraged the poverty stricken people to fight against the poverty with their great efforts, and required the town and village governments to help them to lift out of poverty as well. They investigated some accurate poverty alleviation projects during their trip. As required by Zhong, more innovative working methods should be figured out for poverty alleviation, especially establishing long-term mechanism; more attention should be placed on accurate poverty alleviation projects to improve the industries with assistance of enterprises; some more regulations should be released to upgrade local people's quality; and the infrastructure construction should be accelerated without compromising to quality.

On the symposium held afterward in Guidong county, Zhong emphasized that the relection work should be handled out well with the leadership of the Party; rule of law should be kept to handle all relative work as nomination and election; the principal of people-oriented should be kept to improve people's understanding of responsibility; and reelection and accurate poverty alleviation should be promoted together.
