Chenzhou Municipal Party Committee and Chenzhou Government released "Comments on accelerating the construction of modern public culture service system" recently, on which specified the target that public culture service system should be established in 2020. It is purposely to improve the construction of "five Chenzhou" and provide strong spiritual driving force and cultural supports for the improvement of well-off society.

There are 8 parts listed in "the solution", such as general requirement, implementation of standard construction & public cultural service, promotion of construction of equalization & sharing of public cultural service, improvement of construction of socialization & comprehensive public cultural service, improvement of construction of digitalization and efficiency of public cultural service, upgrading of supply capacity of public cultural products and service level, innovation of public cultural management mechanism and operation mechanism, and enhancement of supporting of public cultural service, and etc.

The key feature for "the solution" is that it highlighted the central and Hunan provincial government's requirements on improving the construction of public cultural service system with the characteristic of government-led and construction of great culture and system & mechanism.

It also highlighted to solve following 5 problems: first, imbalanced development of public cultural service system; second, lacking public financial investment on grassroots public cultural system construction; third, lacking social supports on public cultural system construction; forth, poor public cultural facilities condition; and fifth, structural contradiction for the team construction of public cultural service.
