South pole and north pole connects with each other by the magnetic field, which is based on physics principle, so does for economic and social principle. As a "pole" for new increasing pole of Hunan province, Chenzhou city is quite aware of the principle that it can only form one "pole" by facilitating it with powerful "magnetic field" and attracting different kinds of production elements.

Concerned for the significant development strategy under new situation, Yi Pengfei who is the Secretary of Chenzhou Municipal Party Committee said to the reporters on August 30, 2016: as the "south gate" of Hunan province, Chenzhou city is the transitional area of opening up confirmed by the State Council, as well as the strategic supporting point for Hunan province' strategy of "opening south and north gates", demonstration area of Hunan undertaking industrial transfer, and key carrier for Hunan-Guangdong (HK and Macau) cooperation experimental area. It kept exploring the way for Hunan province opening up and should be a new increasing pole of Hunan provincial development on the grand and strategic layout of the "13th five-year plan".

Chenzhou is one of the key production places of coal in China and "county of non-ferrous metals". Its reserves of tungsten, bismuth, molybdenum, tin, fluorite, and some other resources were ranked in the top place of China. The reserve of amorphous graphite is amounted to 70% of the world.

It is the largest production base of silver, bismuth, and amorphous graphite of China.

Chenzhou city's economy was dependent to the resources for a long run. The mining economy once covered 70% of its GDP and 60% of its fiscal revenue.

Followed the requirement of structural reform in supply front, Chenzhou accelerated the merging and restructure of mine enterprises. During "12th five-year plan" period, Chenzhou city shut down 400 small companies and abandoned over 500 backward production capacity production lines. The non-ferrous metals smelting enterprises were integrated to be about 50 ones from 2013. Some useless supplies which restricted the development of industrial economy were cleared by the city.

Thanks to less burdens, Chenzhou city was favoured with the strategy of "one core, three poles, four belt, and multiple points" which was proposed by Hunan Provincial Party Committee and Hunan Government. Chenzhou city issued "comments on improving Chenzhou city to be new increasing pole of Hunan". It placed industrial development as the first task for its improvement of new increasing pole of Hunan, and paid special attention on promoting the development of cultural tourism, boutique exhibition, mineral gem, ecology and green industry, graphite, new material, industrial parks, and etc.

In this year, some emerging industries as electronic information, device manufacturing, foods and pharmaceuticals, and etc. were being improved to be new increasing powers of Chenzhou city. The total output value of high-tech products were amounted to 53.62billion yuan, up 12%. The total industrial output value of above scale enterprises hit 144.46billion yuan. The output of the key products of scale industries were being improved continuously.
