Yi Pengfei who is Secretary of Chenzhou Municipal Party Committee investigated the projects of Beihu Airport, inter-city light rail, and Ganzhou-Chenzhou-Yongxing railway recently. Yi stated that more efforts should be placed on the three projects.

The progress reports of those three projects were delivered on the conference. Beihu Airport was obtained the official reply from the State Council and Central Military Commission on this August 31. Some work as feasibility study, capitals, land acquisition, confirmation of project’s legal entity, and etc. was being improved fluently. Concerned for the inter-city light rail, the sections from urban central area to Zixing and Yongxing inter-city rail were planned to be handled out with priority. Total plan covers 76kms rails and 16.5billion yuan investments. Currently, it is being proceeded for the proof as required by relative state policies and is being authorized to figure out “planning for inter-city light rail network”. Concerned for Ganzhou-Chenzhou-Yongxing railway project, it was enrolled into the state medium and long term planning according to the revised version of the state medium and long term plan for railway which was released on the press conference of the State Reform and Development Commission on this July 20. Currently, the preliminary work of this project was being promoted fluently.

Concerned for improving the work of next stage, Yi Pengfei said great attention should be placed on improving the development of those three projects. All departments should be aware that those three projects are significant well-being projects of Chenzhou City, as well as significant infrastructure projects for “13th five-year plan” even longer period. They are the important methods to keep stable increase of Chenzhou City during the “13th five-year plan” period, as well as backbone projects and important basis for the upgrading of Chenzhou City. It is helpful to improve regional development and regional poverty alleviation work, support the development of great cross town cluster of Chenzhou City, expand effective investment and increase tax payments, promote the development of cultural tourism industry, and upgrade the development level of tourism core area by improving those three projects.

Yi also stated that stronger leadership should be handled out. The communication and connection mechanism should be perfected to make sure each project to be guided and supported by one leading team in the whole process; better coordination work should be carried out to keep the continuous development of each project; the studies on planning of those three projects should be further deepened; and closer connection with Hunan provincial departments should be improved to obtain more supports from upper level government and promote the development of projects.

Yi said all work should be promoted under schedule. The targets of each project should be specified. Beihu Airport is aimed to be placed to operation in 2019. All the schedules should be figured out on the basis of this target. The inter-city light rail should be followed the target of proceeding to construction in 2019. Stricter responsibility mechanism should be carried out to grant the projects with better supervision and supports. The land acquisition and other basic work should be promoted well. Better working style and the Party’s construction should be tried on those projects to improve their development.
