It was learned that the analysis and prediction symposium of 1st quarter was held in Chenzhou City recently. Yi Pengfei- Secretary of Chenzhou Municipal Party Committee and Director of Chenzhou Municipal People’s Congress emphasized that the real effects for the industrial transformation should be achieved via guiding by problems, enhancing responsibility system, and improving the development of key work. Liu Zhiren- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City attended the conference and delivered an address there.

“The key point for this symposium is listing problems and difficulties and figure accurate solutions to promote the fundamental changes of Chenzhou City’s industrial transformation,” Yi Pengfei came straightly at the beginning of the conference. 

The principals of subordinate departments delivered the reports concerned for the economic situation of the 1st quarter. According to the reports, the economy was being improved stably in the 1st quarter though facing so much troubles and high pressure.

After listening to the reports, Yi Pengfei stated that though the economic situation was sound at this stage, the foundation was still poor and the general situation was not so optimistic. All departments especially the leaders and cadres should undertake their responsibilities to improve the development of Chenzhou City.

Concerned for the work of next stage, Yi Pengfei stated that all work should be handled out by guiding with problems. The outstanding problems hindered on the way of further improvement of economic development should be well analyzed and solved by relative solutions accurately. All the solutions should be specified on the basis of specified projects and enterprises. All problems should be solved one by one.

Yi said that the responsibility system should be further enhanced. All departments, cadres and leaders should be responsible for the improvement of Chenzhou City and be honest to the work of the Party and people. The statistic work should be strengthened and relative statistic results should truly tell the actual situation of Chenzhou City.

Yi Pengfei emphasized that the key work should be well handled. Key industrial parks, industries, investment attraction, and effective investment should be kept improved; “four-year actions” should be promoted efficiently; the work of “three key points” should be improved via sound scheduling work; the accurate poverty alleviation should be further improved as one of the key well-being projects and improvement of well-off society of Chenzhou City; the preliminary work should be promoted together with environment optimization, settlement of projects, and promotion of projects; and the rural and agricultural work should carried out efficiently, especially for the HK vegetable bases.

Liu Zhiren stated that special attention should be paid on following five points on next stage: first, fixed assets investment especially for the industrial investments; second, resumption of enterprises and projects, helping to solve the production problems of enterprises on the basis of safe production; third, cultivation of tax sources, activating the positivity of major taxpayers and improving the statistics work; fourth, investment attraction concerning for the industrial chain, technology, entrepreneurship, and etc.; and fifth, the foundation work as prediction of indexes, fundamental data, and etc.

Liu Zhiren stated that more investigation should be handled out to find the accurate problems and more attention should be paid on supporting work, ideas, coordination, promotion, and settlement. The cadres and leaders should lead work personally and undertake relative responsibility accordingly. The investment attraction work should be more efficient by introducing the enterprises which can contribute more to the society. Better relationship between the politics and commerce should be established. The government should take active actions to solve the problems faced by the enterprises.

Ouyang Feng- Member of Chenzhou Municipal Party Committee Standing Committee and Secretary- General of Chenzhou Municipal Party Committee, and some principals of subordinate departments of Chenzhou City attended the conference.
