On June 28, after more than three months of research, design, development and integration testing, the government affairs system of the Municipal Bureau of Natural Resources and Planning was officially put into operation. It took the lead to complete the informatization integration of the original land and the original planning business in the province, forming the real "One base map" of natural resources and planning of Chenzhou City, providing rich data support for the "three application systems" of natural resource informatization oriented to government service, regulatory decision-making and investigation and evaluation.

The system collects 96 special databases of the current situation, planning, management and social economy of the original land and planning, and integrates 99 land and planning businesses, initially forming a whole life cycle business management system.

It was understood that the integrated natural resources and planning government affairs system is based on a series of document requirements, such as the Ministry's "top level design of natural resources informatization", the provincial "one-time handling" reform implementation plan, and the municipal "Chenzhou Municipal government service" reform implementation plan" and so on, which integrates the characteristics of the original planning office system and the advantages of the original land e-government, coordinates all kinds of government services and their service objects, and establishes the natural resources government affairs service application system.

"With this set of government affairs system, it will greatly improve the service ability of administrative examination and approval, shorten the time limit for examination and approval, improve the speed of project implementation, and provide convenience for the masses to handle business." Li Yanmin, Director of the Municipal Spatial Planning Research and Geographic Information Center, said that the system will effectively promote the cross regional, cross departmental and cross level collaborative management of the city's natural resources and planning government services. The service advantage has further improved the integration, refinement and intelligence level of natural resource management.

"In order to adapt to the challenges in the next decade, the government office system adopts the development concept of thin application, thick maincenter and micro service, and makes a large amount of technical investment in the functional development stage, effectively ensuring the reliability of the system." Li Yonghui, Director of the System Technology Development Company, said that the difficulty in developing the system is to collect all the data of the original land and the original planning from 2008 to now, and integrate and upload them with the new standards.
