Chenzhou, as the closest city in Hunan to the Pearl River Delta, is also the earliest city in Hunan to open up to the south. It’s the “southern gateway” of Hunan, the “bridgehead” in the central region connecting with the Guangdong-Hong Kong-Macao Greater Bay Area (GBA), with unique geographical advantages.
Chenzhou has continued efforts to deeply integrate into the GBA, and it has also seen a rise in the cooperation with Foshan City in Guangdong Province. The volume of Hunan-Guangdong-Africa rail-sea intermodal transport has been enhanced. The construction of the provincial-level Hunan-Guangdong-Hong Kong “Single E-lock Scheme” assembly center has been sped up. The image of Chenzhou appeared at the Canton Tower in Guangzhou. 100,000 young people from Hong Kong and Macao visited Chenzhou. Chenzhou has achieved new achievements in opening up.
From January to November 2024, Chenzhou achieved a total import and export value of 43.325 billion yuan, with foreign direct investment of 200.42 million US dollars and actual external investment of 250 million US dollars. It also introduced 20 projects from new global 500, top 500 enterprises in China, and top 500 private enterprises, and 303 major projects worth over 200 million yuan. Among them, 162 new projects have been introduced from GBA, with a total investment of 73.392 billion yuan.
By the end of 2024, Chenzhou had built a total of 238 “vegetable basket” bases for GBA, ranking second among prefecture-level cities in China. A total of 21 cooperative projects between Chenzhou and Foshan had been implemented, with a total investment of 10.137 billion yuan. The two cities had also jointly, organized on-campus job fairs and signed a memorandum of cooperation on medical security development.
According to data, Chenzhou has a population of over 5.3 million, with 1.1 million residing in Guangdong Province. Over 90% of investment projects come from GBA, and over 80% of externally supplied vegetables are sold to GBA. Chenzhou targets such industries as electronic information, intelligent manufacturing, new materials, and biomedicine in GBA, and makes every effort to build an industrial chain expansion zone and an important node zone of GBA.
In 2025, Chenzhou will fully leverage its advantages as the “southern gateway” and “bridgehead” to open up.
Chenzhou will focus on six leading industries including non-ferrous metals, cultural tourism, and lithium batteries, as well as 11 industrial chains. Based on the cooperation between Chenzhou and Foshan, it will explore industrial collaboration models such as “Headquarters in GBA plus Bases in Chenzhou” and “Headquarters in GBA plus Supporting Facilities in Chenzhou”, to introduce enterprises and technologies from the GBA and accelerate the construction of an industrial community.
Chenzhou will continue efforts to promote the integration of Chenzhou Area of China (Hunan) Pilot Free Trade Zone, Comprehensive Bonded Zone, National Cross-border E-commerce Comprehensive Pilot Zone, China-Africa Economic and Trade Deep Cooperation Pilot Zone, and Chenzhou Land Port, accelerate the construction of a non-ferrous metal distribution center in the central and southern regions and a provincial-level Hunan-Guangdong-Hong Kong “Single E-lock Scheme” assembly center, and promote efficient connectivity and logistics network with key cities such as Guangzhou, Foshan, and Shenzhen.
Chenzhou will promote the integration and sharing of innovative elements such as talent, technology, and funding through platforms such as Chenfo Intelligent
Manufacturing Research Institute and Chenzhou Talent Group. It will also advance the construction of the “extension line” of the Greater Bay Area Science and Technology Innovation Corridor in Chenzhou, and promote deep cooperation between Chenjiang Laboratory and the Science and Technology Achievement Transfer and Transformation Center of universities in Guangdong Province.
