Chenzhou Municipal Committee and the Municipal Government have responded positively to the call of the Party Central Committee and the State Council, vigorously implemented the strategy of rural revitalization, adhered to the tourism industry as a powerful driving force for the economic development of Chenzhou, vigorously developed the global tourism, and made the construction and development of high-quality homestay as a breakthrough and grasp in the transformation of Chenzhou's tourism and cultural industry, and constantly enriched the supply of tourism products. The Municipal Committee and the Municipal Government have issued the "Chenzhou Three-year Action Plan for Accelerating the Development of Quality Tourist Homestay (2018-2020)", and are now revising and improving the "Chenzhou Tourist Homestay Management Measures". The promulgation of these policies has laid a good foundation for enhancing investors' confidence in building homestays and providing a high-quality government service environment.

Second, the government has issued preferential policies to actively support the development of homestay industry. Government policy support is mainly embodied in four aspects: building the mechanism of project introduction and promotion, increasing financial support, land use support policy, talent training plan, etc. In particular, the municipal government has increased financial support. Since 2019, the municipal government has allocated 10 million special funds for the development of homestay industry. At the same time, the municipal government has set up a financing platform, established and improved the organizational structure and operation mode of tourism development funds and tourism investment companies, actively carried out bank-enterprise docking, encouraged financial institutions to increase credit lines for tourism enterprises and tourism projects, and relaxed the conditions for tourism enterprises to enjoy preferential loan policies for small and medium-sized enterprises.

Third, the Municipal Government has adhered to the regional planning for the homestay development and promoted the development of homestay industry. They have integrated resources from all sides, encouraged local social capital to invest in the construction of high-quality homestay on the premise of following the overall development plan of the city's tourism industry, and continuously optimized the development area.

Forth, the government has created a brand and stimulated the development of homestay industry with overall marketing promotion. The Municipal Government has attached great importance to the publicity and promotion of Chenzhou's homestay, actively integrated the whole homestay resources, and formed the brand and promotion model of Chenzhou's homestay, following the principle of "respecting nature, respecting humanity, retaining human culture and inheriting culture".
