It was reported that Yi Pengfei- Secretary of Chenzhou Municipal Party Committee met Wang Xuedong- Chairman of China Development Bank Leasing Co., Ltd. in the morning of November 12, 2015. They discussed some cooperation details between two parties.

It was introduced that China Development Bank Leasing Co., Ltd. is a nonbanking financial institution approved by China Banking Regulatory Commission and hold by China Development Bank. It has been established for over 30 years till now and becomes one of the most powerful financial leasing companies of China. Aviation, ship, urban infrastructure, security housing, small and medium-sized enterprises, and etc. are covered into its businesses throughout over 20 countries and regions of the world.

In order to activate existing assets of Chenzhou Urban Investment and Development Group, capitalize its assets, provide capital supports for existing debts of the government, and maintain the capital chain of financing platform, Chenzhou Urban Investment and Development Group planned to apply for the financial leasing from China Development Bank Leasing Co., Ltd. by the way of leaseback of capitals of finished roads and supporting facilities in urban area. The first batch of subjects is 6 roads as Nanling Avenue, Huaiwan road, and etc. The second batch is Sports Center, Exhibition & Convention Center, hotels and some operational venues. It was purposely to activate the existing assets of Chenzhou Urban Investment and Development Group and make more profits from the assets.

Wang Xuedong stated that China Development Bank Leasing Co., Ltd. has established sound strategic cooperation with the autonomous prefectures and cities of Hunan province in earlier years. The company would enhance the docking work with Chenzhou city and try to lease the first batch of loans in next January. He also expressed the hope to reach more profound cooperation on urban infrastructure, operational venue, standard workshops, and etc. with Chenzhou city and provide better financial services for Chenzhou city in near future.

Yi Pengfei sincerely thanked the support and concern placed by China Development Bank and China Development Bank Leasing Co., Ltd. He hoped that both two parties can reach win-win cooperation with innovative ideas and operations. He also required relative departments of Chenzhou city to prepare the data and solutions in advance.
Yi emphasized that all departments should study the central government’s spirit concerned for the development of“13th five-year plan” , and follow the basic requirements of “resolving debts, transformation development, efficiency”to place more attention on innovation of financing, capitalization of resources, capitalization of assets and securitization of capitals.
