It was reported that Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City hosted the 52th executive meeting of Chenzhou Government on February 22, 2016.

Zhang Jianhua- Deputy Director of Hunan Office of Legislative Affairs was invited to deliver a coaching forum concerned about of “Legislative Law of People’s Republic of China”. It was stated on the conference that “Legislative Law” is the basic law that all legislative and enforcement activities should be followed by. All departments should enhance the legislative awareness by studying the “Legislative Law” and keep handling their daily work with the accordance of law; and should enhance the idea of rule of law. The legislative work of Chenzhou city should be promoted scientifically and orderly by handling sound preparation work on investigation, drafting, proofing, consultation, and etc. The legislative team members’ professional quality should be upgraded by keeping studying.

The spirits of Hunan provincial working conferences for civil affairs, environmental protection, transportation, and quality control were delivered and studied on the conference. It was pointed out that the spirits of above four working conferences should be well studied by combining with Chenzhou city’s practical condition. The experience and achievements gained by Chenzhou city on “12th five-year plan” should be summarized; the chances should be well seized by playing the best advantages and highlighting key points; should be oriented with the problems to make up the shortages and defend the bottom-line; and all work should be improved in the beginning of “13th five-year plan” period.

“Comments on enhancing the preparation work of major projects” (exposure draft) was discussed on the conference. It was stated that projects construction is the general grasp for keeping stable increase, improving development, and upgrading well-being condition. The major projects should be well promoted by establishing and improving working mechanism, enhancing capital supports, and specifying accountability and assessment on the basis of the key points, requirements, and preconditions of major projects.

Scheduling of economic performance, projects construction, investment attraction, poverty alleviation, risk control, and some other work were discussed and arranged on the conference as well.
