The first income funds poverty alleviation project of Chenzhou city- Jiahe Poverty Alleviation Industrial Park was launched in Baishitang village, Zhuquan town on February 20, 2016.

The park which is covered with 3500mu planning lands and over 8million yuan investment will mainly handle the plantation of oil tea trees. It will be operated with the model of “company+ base+ poverty stricken family” and every poverty stricken people will be granted with 0.5mu land. The capitals will be collected from three parts: first part was issued by Yizhang Government to the industrial park with the standard of 100yuan/person; second part was soft loans issued by Yizhang Credit Association to the poverty stricken people with the standard of 500yuan/person, which will be placed to the industrial park and paid off in batches by the earnings from the park; and the rest part was issued by cooperatives. The distribution of earnings will be followed as 65% for poverty stricken people, 25% for cooperatives, and 10% for the poverty stricken village.

More than 4000 poverty stricken people of Zhuquan town live in remote area and large areas of the Hunan provincial poverty stricken village- Baishitang village are barren mountains. After repeated investigations handled out by Yizhang Poverty Alleviation Office and Zhuquan town, the barren mountains were confirmed to be transferred for the plantation of oil tea trees. Jiahe Poverty Alleviation Industrial Park was approved as one of the key Hunan provincial poverty alleviation projects in last December.

It was introduced that the industrial park was estimated to finish the land leveling work in one month and over 1500mu plantation work would be tried to be finished in the first phase. The second phase was planned to be handled in this October and all 3500mu plantation work would be fulfilled then. The industrial park was expected to be with earnings three years later and each poverty stricken people would earn 1800yuan/person-year and over 80,000yuan/village. Till then, all the poverty stricken people of the village can get rid of poverty condition.
