The working conference of new urbanization and safety production was held by Chenzhou Municipal Party Committee and Chenzhou Government on February 24, 2016. It was stated that the spirit of relative central and Hunan provincial conferences should be well implemented to carry out the work on development of industry, industrial parks, and enterprises, safety production, and etc. with the guidance of general strategy of “keeping leading role of industry, improving overall development”, and ensure the sound beginning of “13th five-year plan”. Yi Pengfei- Secretary of Chenzhou Municipal Party Committee attended the conference and delivered important speech there. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City hosted the conference.

It summarized the work on new industrialization, financial management, supervision of the state-owned assets, production safety, and etc. in 2015 and “12th five-year plan” period and deployed the work for 2016 and “13th five-year plan”.

Yi Pengfei emphasized that new industrialization should be promoted by keeping “four synchronizations”. First, stable increase and promotion of transformation should be promoted synchronously to accelerate the introduction of projects, expand effective investment, improve market entities, upgrade industrial level, and boost the application of information technologies and products on industrial fields; second, projects construction and investment attraction should be promoted synchronously to obtain more projects and investments; traditional advantageous industries and strategic emerging industries should be promoted synchronously to reach substance breakthroughs on the basis of Chenzhou city’s resources advantages and industrial foundations; and fourth advanced manufacturing and productive service industry should be promoted synchronously to guide the gathering of resource factors by docking with national and Hunan provincial policies and figuring out the development plan of advanced manufacturing.

Yi Pengfei emphasized that the industrial park is the support of “keeping leading role of industry, improving overall development” and the development must be upgraded. New ideas should be applied on working out scientific planning and layout. The cadres who are good at investment attraction and coordination should be designed to industrial park. The effects should be highlighted by paying more attention on increasing effects and tax payments. More attention should be placed on reform and innovation to upgrade the opening and industrial level of the parks.

Yi stated that three key points should be paid on supporting industrial enterprises. First, deducting taxes to decrease the cost and implementing policies; second, simplifying administrative procedures and optimizing environment to support enterprises with better services; and third, solving problems. The financial institutions should play better role on supporting real economy and industrial enterprises, especially preventing three misunderstandings as follow: first, considering supporting enterprises to be equal as supporting key enterprises; second, considering supporting enterprises to be equal to support every details on disregarding policies and regulations; and third, considering supporting enterprises to be just the duties of information department and industrial park. The enterprise should play the main body role to improve itself with better management, structure, and product.

Quhai emphasized that industrial park should be improved as the first battle of new urbanization and more attention should be placed on the implementation of “1555” plan of innovation and entrepreneurship industrial park, promotion of cluster of industrial park, and supporting of enterprises. Financing should be promoted as the first objective of financial work and more supports should be placed on the cooperation among banks, enterprises and government. The docking with central enterprises should be handled as the first task for the state-owned assets work, especially on the optimization and reorganization of the state-owned enterprises, docking and follow-up with central enterprises, and obtaining projects and favorable policies. Implementation of entity responsibility should be kept as the first requirement of safety production. Scheduling of economic performance should be enhanced as well to promote the projects construction and ensure all targets to be fulfilled on time.
