It was reported that Yi Pengfei- Secretary of Chenzhou Municipal Party Committee hosted 3rd meeting of the standing committee on February 25, 2016. The spirits of special seminar for Chenzhou municipal department level and training course for the Party’s construction were delivered on the conference. It also studied the construction work for major projects. Members of the meeting attended the conference.

It was stated that the spirits of special seminar for Chenzhou municipal department level and training course should be well implemented on the basis of Chenzhou city’s practical condition. The industrial development, transformation development, and efficient sustainable development should be promoted with substantial breakthroughs on the process of understanding and adapting to the New Normal. The core is keeping transformation as the priority among all priorities; keeping cultivation of industry and enterprise entities as the priority among all priorities; and keeping the upgrading of inherent quality of industries and enterprises and upgrading of competitiveness, quality and effectiveness via side structural reform of supply as the priority among all priorities. More attention should be placed on industrial development to share more profits with the masses by improving the well-being condition. The work should be centered with the concept of upgrading the Party’s leading capacity on economic development. More talented cadres should be selected out for the new term of municipal, county, and town level government.

The construction work for major projects, infrastructure, and well-being projects were discussed at the meeting. “Schedule for 2016 major projects and major preliminary projects of Chenzhou” and “Schedule for 2016 major municipal leadership connection projects” were checked there.

According to the plan, 195 major projects covered with 152.714billion yuan total investment would be carried out in Chenzhou city in 2016, 33.066billion yuan of which was planned to be invested in 2016. 2 projects of them are covered with over 10billion yuan total investment for each, e.g. Dongjiang Big Data Industrial Park and Yongxing Changlu International Tourism Resort. 37 projects of them are covered with one billion to 5 billion yuan invest each. 93 projects were planned to be handled as municipal level leadership connection projects with 96.9billion yuan total investment, 25.8billion yuan of which was for annual investment. 22 projects were for connection of preliminary work.

It was stated that municipal level leadership connection project was a guidance to lead the city to pay closer attention on projects and try best to gain more achievements. The landmark and guiding major projects should be highlighted. Suxian district, Beihu district, High-tech Industrial Zone, and Economic Development Zone should be acted as the key points to intensify and compact the responsibilities for the county level industry and project construction. Working standards should be figured out and covered into performance assessment to upgrade working efficiency.

It was also emphasized on the conference that the major projects schedule should reflect the projects’ importance, leading role, and guiding effect; should highlight municipal level and Hunan provincial level projects; and should specify the responsibilities. The preliminary work should be paid great attention to, especially for the packing work. All departments should coordinate with each other to limit the time of settlement and should open green channels with special service for the approval of major projects.

It was stated on the conference the key and important points should be well grasped on the scheduling process by paying more attention on solving problems and gaining practical effects. The measures on regular scheduling should be set up to deal with the problems hindered on the way of the promotion of key projects and settled accordingly with more flexible ways. On the process of scheduling and settlement of problems, all measures should be guided with law and the government’s capacity and the key projects construction should be obtained with substantial breakthroughs.

The work for 2015 annual comprehensive assessment projects was studied on the conference as well.
