Qu Hai stated on the working conference of new industrialization

It was reported that Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City hosted the leading group conference of improvement of new industrialization on May 27, 2016. The attendees shared their ideas on “development plan for new industrialization of ‘13th five-year plan’”(draft). Qu said Chenzhou should be improved to be strong new industrial city from traditional industrial city via implementing the plan for new industrialization of “13th five-year plan” and establishing competitive modern industrial system.

The improvement of new industrialization achieved on “12th five-year plan” were summarized on the newly issued plan, as well as the guiding ideas, targets, key development point, main measures, and etc. All the attendees discussed the plan deeply and proposed some comments on revision.

After listening to the attendees’ speeches, Qu Hai stated the new plan was figured out on the basis of Chenzhou practical condition, which indicated Chenzhou city’s characteristics, summarized the objective condition of “12th five-year plan”, and well met current situation of Chenzhou city. Qu emphasized that the concept of “five- development” should be followed by the new industrialization. It should play the best role of traditional advantageous industries, as well as improvement of structural reform of the supply front by overcoming the mindset and path dependence. It should play the decisive function of market resource allocation, as well as the guiding function of government. All of those are purposely to upgrade the competitiveness of modern industrial system, improve Chenzhou city’s development of strong modern industrial city, and promote Chenzhou’s improvement of the new increasing pole of Hunan industry.

Qu also emphasized that stable industry is the key foundation for stable economy and stable fiscal support. New industrialization should be placed as the first cause and industrial park should be kept as the main battel field to improve the transformation and upgrading of traditional industry and development strategic emerging industry. Innovation should be kept on the highlighted place and the location advantages on being adjacent to the Pearl River Delta should be well played to introduce more innovative enterprises into the city. Transformation and upgrading should be highlighted to improve the traditional industries and strategic emerging industries. The opening up should be highlighted to well handle the undertaking transfer and investment attraction and improve the upgrading of traditional industries. The green development model should be highlighted to improve the two-oriented development and protect the sound ecological condition of Chenzhou city. The optimization of development condition should be highlighted to decrease the cost of enterprises, upgrade administration efficiency, and improve the element support capacity and autonomous right of industrial parks.

Qu also stated that more comments should be collected to revise the plan and the indexes shown on the plan should well match the targets of Chenzhou city and Hunan province; the industrial development should be accordance with the key industries of establishment of new increasing pole of Hunan province, especially on the accurate orientation of industrial park and differentiation development; and the projects should be corresponding to national industrial policies and development directions. The plan should be highly indicated the strategic intention for Chenzhou Municipal Party Committee and Chenzhou Government’s new industrialization and should be worked as the guidelines of the improvement of new industrialization.
