It was learned from Yizhang Economic Development Zone that from the beginning of 2016, the park was with sound increasing trend. 126 enterprises started production in the first quarter and 23 projects which were under construction were resumed the construction work. Total income of technology and trade was amounted to 5.028billion yuan, up 20.7%.

Guided by regional development, the park tried great efforts to be improved as opening cooperation pilot of Hunan and Guangdong province. As the “south gate” of Hunan and first city for the docking between Hunan and Guangdong, Yizhang county placed more attention on the improvement of “one park, one circle, one belt, one network” (e.g. Hunan-Guangdong Industrial Cooperation Park, Nanling Cultural Tourism Circle, ecological environmental protection belt of source of ‘two rivers’, and Hunan-Guangdong boarding area’s transportation and logistics network) on the basis of Hunan strategy of “one belt, one region”, which helped to provide the industrial entities with sound development condition. In 2014, Yizhang Fluorine Industrial Concentration Zone was upgraded as Hunan provincial park, which helped for format the development pattern of “two zones and four parks”. In 2015, the proposal on adjustment and expansion of Yizhang Economic Development Zone was approved by upper level government, which helped to increase the construction areas to be 6.53square kilometers. In 2016, a new round of adjustment and expansion of the zone was being handled out by the county, which planned to cover coal chemical industry into the concentrated zone. It was purposely to integrate industrial development resources and improve industrial concentration capacity of the zone by the upgrading of industrial park.

The zone tried great efforts on building “park within park” by promoting the development of opening cooperation pilot of Hunan and Guangdong province and building innovation entrepreneur park in undertaking industrial park with the assistance of Hunan provincial “135” project and Chenzhou municipal “1555” plan. In 2015, 288,000square meters of standard workshops were built there, which introduced 31 enterprises to be settled down there. In the first quarter of 2016, 138,000square meters standard workshops were being placed to construction. In the meantime, the park took active actions on improving “enclave economy” and issued series detailed assessment and profit allocation schemes, which highly drove the towns and enterprises’ enthusiasm. More than 19 enterprises were settled down there in last year. From the beginning of 2016, 4 more town enterprises reached the agreement with the park preliminarily. Furthermore, the park fully promoted the work on Hunan provincial demonstration pilot county of production-town integration, which helped to upgrade the comprehensive undertaking capacity of industrial development and improve the development of some emerging entity enterprises.

Keeping optimizing the environment of industrial parks is another measures carried out by the park. The park kept perfecting the working mechanism on assessment, supervision, scheduling, and etc., which greatly helped to promote the progress of projects. It was introduced that 23 projects covered with over 5billion yuan investment were scheduled by the park. From January to March, all the projects have almost been resumed and 1.41billion yuan fixed assets investments have been done, up 17.79%.
