Recently, Chenzhou Municipal People's Government promulgated the "Opinions on Promoting the Healthy Development of Construction Enterprises" ("Opinions") and would further promote the healthy development of Chenzhou construction enterprises.

"Opinions" proposed that, in order to improve the competitiveness, industrial driving force and economic contribution rate of the construction enterprises and in accordance with the principle of "Supporting the good and strong, bigger and more refined", the construction enterprises which would registered in Chenzhou with good prospects for development, good market reputation and strong technical force would be listed as the support objects. Guided the construction enterprises of single contract projects to develop to the investment-oriented, comprehensive and modern enterprise groups, continuously upgraded the qualification grade, market competitiveness and outward expansion ability of Chenzhou construction enterprises, supported and guided the small and micro enterprises with good prospects for development and good reputation to gradually develop and grow.

"Opinions" clearly showed that should develop dominant enterprises, establish the industry guidance funds, and strengthen the leading to lead the industry. Guide the integration of resources to encourage the cooperation between the joint-stock, private enterprises and the construction enterprises registered in Chenzhou, and support the city enterprises to participate in government investment projects. Strengthen credit support to provide financial guarantee for enterprise development.

"Opinions" required that the County and Urban People's Government should strengthen organizational guarantee, financial guarantee, policy guarantee and industry supervision, and conscientiously implement the policy to support the development of the construction industry. The administrative departments of housing and urban construction at all levels should strengthen coordination, services and guidance, improve the trust system of construction industry, and create the standardized and orderly construction market environment. The departments of development and reform, finance, economic and information technology, human resources and social security, land resources, transport, water conservancy, statistics and taxation and other departments divided the work in accordance with the responsibilities, and actively supported to improve the rapid development of the construction industry in Chenzhou to make new efforts on promoting the comprehensive development of Chenzhou economy.
