Recently, in order to strengthen air pollution control, improve urban air quality, and protect people's health, the Municipal People's Government Office issued a notice that prohibit the use of high polluting fuels in the city as from today.
It is understood that high pollution fuels refer to the non vehicle fuel and raw material, specifically refers to: raw (coarse) coal, coal gangue, fine coal, coal slime, fuel oil (heavy oil and residual oil), combustible waste and direct burning of biomass fuels (wood, straw, sawdust, rice husk, bagasse, etc.); sulfur briquette coal with greater than 0.3% available sulfur content; light diesel oil and kerosene with greater than 0.5% sulfur content and greater than 0.01% ash content; artificial gas with more than 30mg/m3 sulfur content and more than 20mg/m3 ash content.

Noticed that the burning ban zones of high polluting fuels are: Longnv Hot Springs Scenic Area - Zaoxiang Road – Beijing-Hongkong-Marco Expressway-Youth Road – Shihu Road – Donghe West Road- Houying Road - Lin Yi Road - Chenzhou Road - Xingcheng Road - Zenghu Road - Chenzhou Road - 107 National Road Across City-Nanling Road - Built-up area of Longnv Hot Spring, and some built-up areas outside the road closed area.

In the burning ban zones, prohibit the sale of high polluting fuels and prohibit new construction and expansion of burning high polluting fuel boiler, furnace, stove, tea furnace, water heater and other facilities. Implement the deadline elimination for the existing burning high polluting fuel facilities or change to the use of natural gas, liquefied petroleum gas, pipeline gas or solar energy, electricity, light oil and other clean energy. The stove, tea stove, water heater, and the production and life boilers with 10 tons of steam or below in organs, enterprises, institutions ,catering services and other units should be eliminated itself or change to use of clean energy before June 30, 2017; all kinds of industrial furnaces, more than 10 tons of steam industry boilers of enterprises and institutions should be eliminated itself or change to use of clean energy before December 31, 2017; encourage and guide the residents to change the use of lean energy from coal stove.

In the burning ban zones, construction and expansion of burning high polluting fuel facilities, not stopping burning high polluting fuels, not removal of existing coal-fired heating boilers with non standard discharge, processing and sales of high polluting fuels, the burning of asphalt, linoleum, rubber, plastics, leather, garbage and other materials with poisonous smoke and odor gas will be punished in accordance with the relevant provisions of "People's Republic of China air pollution prevention law". For the units, departments and their staff with the responsibility of air environmental protection supervision and management, the abusing authority, dereliction of duty, playing favoritism and committing irregularities, and resorting to deceit will be punished according to law and constitute a crime will pursue criminal responsibility according to law.
