On July 13, Deputy Party Secretary, Mayor and Director of Municipal Party Committee Editorial Board Liu Zhiren held the 3rd meeting of the Municipal Party Committee Editorial Board in 2017 to focus on people's livelihood hot issues and development priority.

The meeting examined the real estate transaction and the integration of registration reform of the city. The meeting pointed out that the real estate registration is a livelihood work, involving the vital interests of the masses. The relevant units should obey the overall situation, further rationalize the working mechanism, and solve the problem of "difficult accreditation and slow implementation" and other issues. The meeting decided to integrate the city's real estate transactions, mapping and file management and other public service functions, institutions and staffing into the city real estate registration center to provide convenience for handling real estate registration.

The meeting stressed that we should fully implement the spirit of reform in the classification of institutions, strengthen the commonweal attribute of institutions, and further standardize the management of institutions and budget management.

The meeting studied the centralized management of spare parts in some units directly under the municipal government. The meeting pointed out that the institution organization is an important ruling resource of the party and government. It is necessary to further strengthen the dynamic management of institution organization, revitalize the preparation of resources and focus on the fields and links urgently needed for economic and social development to better serve the center work of municipal Party committee and municipal government.

The meeting stressed that the planning, finance and other departments should pay attention to the system planning, improve the supporting policies, strengthen the examination and assessment of the workload, efficiency and effectiveness of the institutions, and improve the scientific level of organization resource allocation; should seriously organize institutions to formulate discipline, strictly enforce the organization, manage laws and regulations, and strictly implement the relevant provisions of the system in the process of promoting institutional reform and innovation.
