On July 24, Vice Minister of Provincial Party Committee Propaganda Department, Director of Provincial Civilization Office, and Director of Provincial Volunteer Office Liu Jinneng presented honorary certificate to Chen Xinhua, the country's most beautiful volunteer in 2016. Municipal Committee and Minister of Municipal Party Committee Propaganda Department Feng Haiyan participated in the activities.

On February 28 this year, the Central Propaganda Department and Central Civilization Office held a national learning Lei Feng volunteer service work forum in Beijing. The four "Top 100" advanced typical list of the most beautiful volunteers, best volunteer service organizations, best volunteer service projects and the most beautiful volunteer service community in 2016 was announced at the forum. Chen Xinhua as the vice President of city Youth Volunteers Association, and the Chief of Lei Feng's house volunteer station, was named one of the 100 most beautiful volunteers.

Liu Jinneng pointed out that Chenzhou should take volunteer service work as an important part of spiritual civilization to put into the performance appraisal of Party committees and governments at all levels; should promote the development of volunteer service, achieve a diversified volunteer service into the normal life, carefully design activities, and promote the volunteer service activities to create a unique volunteer service platform; should help qualified volunteers to incubate, provide sites for voluntary service organizations, and play the role of voluntary service to promote social harmony and progress to promote sustained and healthy development of volunteer service.

Feng Haiyan pointed out that we should further improve the volunteer service system in Chenzhou and spread the seeds of civilization through the establishment of the Lei Feng's house volunteer workstations; should further improve the evaluation recognition system of volunteers and volunteer service organizations, and vigorously support and develop volunteer service; should further standardize the management of volunteer service teams, improve the level of specialization, play the advanced model, party members and cadres, and the leading role of youth groups, and guide the masses to join the volunteer teams.
