In 2014, Li Binggui participated in the first batch of new vocational farmer training, in the county, becoming one of the first new vocational farmers with appointment certificates.

In recent years, the county gave full play to the functions of party school, vocational school and agricultural school and hired agricultural experts of Hunan Agricultural University and other universities and county agricultural technical personnel as training instructors, adhered to the wishes of the peasants, combined with the characteristics of farmers to explore new models, and actively carried out agricultural training for professional production, family farmers, backbone of farmers' professional cooperatives, service industry employees and agricultural socialized service personnel. In 2016, the county carried out 678 times and 67,600 person-time of winter and spring agricultural science and technology training; carried out 7 sessions of new farmers training for 406 vocational farmers, a total of 1523 people receiving the help.

The county gave full play to the resources advantages of agricultural county, took three industries of grain and oil, flue-cured tobacco and fruit as pilot industries to cultivate new farmers with the market demand, combined with the actual situation of trainees to carry out targeted training, such as train agricultural service personnel focusing on mechanical maintenance and operating new seedling planting machines and reaping machines; train production and management personnel focusing on professional and technical skills and the course of agricultural product sales and entrepreneurship. After the completion of the training, the training certificates will be issued uniformly, and the guidance and follow-up service system will be established with field schools, field guidance, home service and other forms of training to realize the purpose of increasing farmers' income and agricultural efficiency.

At the same time, the county integrated the project resources, implemented the preferential policies, and supported the vocational farmers in the land transfer, agricultural loan subsidies, moderate scale subsidies, project support, etc. In 2016, the county integrated tobacco remediation, small loans, small water conservancy, basic agricultural skill extension and subsidies and other 30 projects with more than 17 million yuan of support funds. At present, there are a total of 1342 new vocational farmers with appointment certificates in the whole county, becoming the main force in the development of modern agriculture.
