On the morning of November 7th, Deputy Party Secretary and Mayor Liu Zhiren presided over the scheduling meeting on the construction of Hunan docking Guangdong, Hong Kong and Macao warehousing logistics base. Liu Zhiren stressed we should earnestly study and implement the 19th National Congress spirit, and accelerate the construction of open platform with new ideas and activities to build the South growth point of Hunan's opening up.

Hunan docking Guangdong, Hong Kong and Macao warehousing logistics base construction is divided into 3 phases. The first phase is the international well-known cosmetics distribution center, the second phase will build the public platform inspection area, domestic and international logistics zone, staff living area and enterprise headquarters, and the third phase will expand the size of the base according to the construction and operation situation of the first and second phases. At present, the project site has been determined and the relevant preparatory work is being stepped up.

Liu Zhiren pointed out that logistics base project is an important support for transformation and upgrading of the open economy in our city, and is the key project of speeding up the opening up of the South growth point in Hunan. The departments at all levels should emancipate the mind, innovative ideas and promote the open platform to boost Chenzhou to speed up the opening up of the South growth point and make every effort to create conditions for the platform.

Liu Zhiren required to do the top-level design, one-time planning and phased construction. The functional planning must be in accordance with the 19th National Congress spirit, lead the new industry development with new ideas and accelerate the construction of modern economic system; the concept of project construction must conform to the first-class standards and adapt to the development trend of export-oriented economy and open economy. We must cooperate and speed up the administrative approval; must arrange special personnel to assist the owners in handling the relevant procedures, and the planning, land, forestry, environmental protection and other relevant departments must open up the green channels for project formalities, and give professional guidance and services ensure that the first phase of the project will start construction in December and be completed in May next year; must do a good job in factor guarantee, accelerate project construction, and focus on capital, water, electricity, transportation and other elements guarantee; must create a good development environment, make good use of policy and support, research on special support policies for the project, optimize the service and accelerate the process; must strengthen the organization guarantee and ensure smooth government decrees to ensure that the work was carried out in a planned way and achieved substantial results.
