On December 26th, the city's Science-technology Innovatory Congress was held. The meeting stressed that all over the city should unify the ideas and form a consensus, vigorously implement the innovation driven strategy and accelerate the construction of "Innovative Chenzhou" to promote the more coordinated sustainable development of Chenzhou. Yi Pengfei, Party Secretary and Director of Municipal People's Congress Standing Committee attended the meeting and made an important speech. Deputy Secretary and Mayor Liu Zhiren presided over the meeting.

In recent years, our city has made fruitful achievements in the field of scientific and technological innovation, the national innovation platform has been emerging, the Government-Industry-University-Research Cooperation has been actively promoted, the development momentum of industrial innovation has improved, and the innovation environment has been continuously optimized. In the research report published by Hunan Institute of Innovation and Development, Chenzhou's innovation environment index ranked second in the province.

Yi Pengfei pointed out that we should implement the spirits of 19th CPC National Congress and the economic work conference of the CPC Central Committee and Provincial Party Committee into the concrete practice of building "Innovative Chenzhou"; should grasp the new requirements of scientific and technological innovation in the new era, and conform to the general trend of scientific and technological competition to strengthen the sense of urgency in the construction of "Innovative Chenzhou" in the new era.

Yi Pengfei stressed that we should build "Innovative Chenzhou" in the "Innovation leading, open rise" and "Industry-leading and comprehensive development"; should implement the new concept of development, strive to promote the supply-side structural reform, and grasp the focus and strengthen the weakness to promote the high-quality development of Chenzhou; should grasp the support, accelerate the industrial transformation and upgrade, and do a good job of "Five combinations" o cultivate the six major industrial innovation chain; should seize the main body, improve the enterprise's independent innovation ability, promote the development of technology-leading enterprises, encourage small and medium- sized enterprises to innovate, support enterprises to carry out the pilot test of scientific and technological achievements, and make enterprises truly become the main body of R & D investment, technological innovation and the application of innovation results; should grasp the platform, stimulate the vitality of scientific and technological innovation, and build a high-tech industrial agglomeration platform, an industry-university-research cooperation platform, and an innovative incubator platform to constantly improve the innovative service capability; should grasp the key, strengthen the innovate talent teams, and cultivate the scientific and technological talent teams with both moral integrity and ability, reasonable structure and innovative spirit; should vigorously support the talents of innovation and entrepreneurship of returning Chenzhou, create favorable conditions to gather young and innovative talents, and innovative policies to attract high-level innovative talent teams.

Yi Pengfei stressed that we should strengthen organizational leadership, innovate the system and mechanism, perfect the service system, develop an innovative culture and further consolidate the strong resultant force in building "innovative Chenzhou".

Liu Zhiren pointed out to attach importance to science and technology innovation in a higher position. The departments of all levels, in particular the science and technology departments, should firmly build the "Four consciousness", strengthen the core position of scientific and technological innovation, and grasp the initiative and seize the commanding point of scientific and technological innovation to promote economic development from high growth stage to high quality development stage; should insist on conveying and implementing the spirit of the meeting with faster action; should adhere to more practical measures to push forward the work next year, make the task of scientific and technological innovation more detailed, specific and project oriented to implement in the fields of industrial cultivation, enterprise development, achievements transformation and talents training, and focus on the "Industrial Project Construction year" campaign and the "six one" project to promote the deep integration of the Internet, big data, artificial intelligence and the real economy.

The excellent team and outstanding talents of scientific and technological innovation in 2017 were commended at the meeting and the "Implementing rules on introduction of high-level personnel into enterprises" were issued.
