On January 2nd, the Second Session of the Fifth Chenzhou Municipal Committee of CPPCC opened at the City Performance Center. The CPPCC members from all walks of life and all fronts shouldering the burden of the people of the city will offer advice and suggestions, and seek development on implementing the strategy of "Innovation leading, opening up and rising" and "Industry leading and All-round Development", speeding up the construction of "Five Chenzhou", creating the "New Growth Pole" in Hunan and taking the lead in building a well-off society in an all-round way.

The Municipal Party Secretary and Municipal people's Congress Standing Committee Chairman Yi Pengfei, Municipal CPPCC Chairman Li Ping, Municipal CPPCC Vice Chairmen Cao Jianping, Wang Dong, Chen Fangmin, Li Xuelian, Pan Zhikun, Xie Kaofeng, Xu Benhua, Dou Zhijie and Wu Guanghui, and Municipal CPPCC Secretary General Yang Saibao were seated in the front of the rostrum. The Executive Chairmen of the conference were Li Ping, Cao Jianping, Li Xuelian, Pan Zhikun, Xie Kaofeng and Wu Guanghui, presided over by Cao Jianping.

Chen Xuechu, Zhang Aiguo, Jiang Feng, Jiang Bo, Li Chao, Pang Tao, Wang Honglang, Feng Haiyan, Liu Zhiwei, Wang Heping, Ouyang Feng, leaders from the Municipal Party Committee, Municipal People's Congress, municipal government, municipal CPPCC and Chenzhou military subarea, President of Municipal Intermediate People's Court, Chief Procurator of Municipal People's Procuratorate, Party Secretary and CMC Director of Chenzhou High Tech Industrial Development Zone, departmental level retired veteran comrades and CPPCC standing committee members attended the conference.

The conference shall be attended by 362 members and was attended by 353 people, which conformed to the number of people stipulated in the CPPCC Constitution.

Li Ping made a report on behalf of the 5th CPPCC Chenzhou Municipal Committee Standing Committee. The report summarized the work of the CPPCC in the past year in five aspects.

Li Ping said that under the strong leadership of the CPC Chenzhou Municipal Committee, the Municipal Committee and its Standing Committee conscientiously implemented the spirit of the 19th National Congress and the new demands of the CPC Central Committee, the Provincial Party Committee and the Municipal Committee on the work of the CPPCC conscientiously integrated the CPPCC work into the work of the city, actively participated in the political consultation, democratic supervision and political participation function, and made new progress in the work to realize the good opening of the new CPPCC in 2017. First, they conscientiously studied and implemented the 19th CPC National Congress spirit to strengthen the correct political direction of the CPPCC work. Second, they focused on the center and served the overall situation to help promote the economic and social development of Chenzhou. They also focused on major topics for consultation and discussion of politics, carried out in-depth research on special topics, further strengthened and improved democratic supervision, and took the initiative to serve the work of the center. Third, they practiced the people centred development thought and pushed forward the improvement of the people's livelihood. Fourth, they deepened solidarity and friendship, widely converged on Chenzhou's reform and development, gave full play to the functional role of the united front organization, actively participated in and promoted the "Three-level CPPCC linkage", and gave play to the unique role of literary and historical work. Fifth, they strengthened the construction of support capacity to continuously improve the scientific level of CPPCC work.

Li Ping pointed out that the Municipal CPPCC organizations at all levels and the CPPCC members should thoroughly implement the spirit of the 19th CPC National Congress, comprehensively implement the various decision-making plans of the Hunan Provincial Committee and Chenzhou Municipal Committee, give full play to the unique advantages of the CPPCC and actively perform the three major functions to make a new contribution to accelerating the construction of "Five Chenzhou", creating a "new growth pole" in Hunan and taking the lead in building a well-off society in an all-round way in 2018.

At the meeting, Xie Kaofeng made a report on the proposal work of the Standing Committee of the 5th Chenzhou Municipal Committee of CPPCC since the first session. Over the past year, 338 proposals were submitted and 300 proposals were reviewed and registered by Municipal CPPCC members, and the various participating units and special committees of the CPPCC, which have been handed over to 87 units respectively and settled by the end of November 2017.
