From January 10th to 11st, the Provincial Military Command Huang Yuejin led the working group to carry out special investigation on militia readjustment and reform in Chenzhou.

During the investigation, Huang Yuejin and his entourage listened to the militia readjustment and reform work of Chenzhou Military Division, Rucheng, Suxian and Guiyang County, and discussed and exchanged views on the contradictions in the militia readjustment and reform work. Huang Yuejin pointed out that the militia is an important force for peacetime service, emergency response and wartime combat. The basic function of the militia has mainly changed from the support to the front line under the condition of mechanized war to the support and guarantee under the condition of information, and changed from the main battle to the emergency response. The task demand, the foundation and the environmental conditions of the militia construction also have changed greatly, and both emergency and combat have put forward high requirements on the ability of the militia to carry out mission tasks.

Huang Yuejin stressed that deepening the militia readjustment and reform is an important part of deepening the reform of national defense and the army, and is an integral part of the reform of the military scale structure and force composition. At the same time, the militia construction is also the common responsibility of party committees, governments and military organs at all levels, and is also the common cause of the local party, government and military people. All levels should coordinate all kinds of forces, combine the economic and social development conditions, make use of military and local resources, do a good job of civil-military integration, and promote steadily in a planned manner and step by step. During the investigation, Huang Yuejin also went to Chenzhou High-Tech Zone to have a detailed understanding of the militia formation in the enterprises, and hold discussions with some enterprises on the idea of relying on party organizations to establish militia organizations in economic functional zones.

Provincial military district leaders Wang Baosheng and Zhang Wen, and Chenzhou military sub-district leaders Weng Xi, Wang Honglang and Tan Kefan participated in the investigation.
