In recent years, Zixing City has vigorously implemented the strategies of "innovation leading, opening up" and "industry leading, all-round development", focused on the realization of the goal of "five Zixing", vigorously promoted the new industrialization, and encouraged and supported technological innovation of enterprises in terms of policies, funds, services, etc. to emerge a large number of high-tech enterprises, which has laid a good foundation for the city to optimize the industrial structure and speed up industrial transformation.

Zixing City focuses on the policy-driven and leading enterprise innovation. In 2017, according to the "Opinions on supporting industry transformation and upgrading in Zixing City" issued by the Zixing municipal party committee and municipal government" (Document No. 3), the incentive funds were given to enterprises in line with the policies, of which 3 newly identified national high-tech enterprises received a one-time reward of 400,000 yuan, improving the innovation enthusiasm of enterprises.

In 2017, there were 13 new high-tech enterprises and 45 high-tech product enterprises in Zixing, realizing a scale industrial output value of 20.48 billion yuan, an increase of 27.6%, accounting for 42.9% of the total industrial output value, an increase of 7% over the same period last year. By the end of November, the industrial enterprises had successfully applied for 150 patents, 52 inventions (of which Huaxin, HDS, 10 each, and Fengyue, 7), 94 utility models and 4 designs patents. Fengyue Environmental Technology Co., Ltd. was recognized as the Chenzhou intellectual property pilot enterprise in 2017, the pilot period of three years, which will receive a corresponding amount of intellectual property strategic funding each year.
