Recently, Pan Ying, Deputy Director of Resources Office of the Provincial Water Conservancy Department, led the experts of Provincial Water Resources Center, and Provincial Institute of Water Conservancy and Hydropower Sciences, together with the city and county water conservancy bureau, to carry out supervision, inspection and acceptance work for water consumers in Yongxing and Zixing County.

On the morning of January 19th, 2018, the working group and his party carried out site acceptance for the water intake project of First Hydropower Station in Yongxing, conducted on-the-spot verification for water intake project, dam sites and power plant buildings at hydropower station, reviewed the acceptance materials, and listened the special reports on the construction and operation of the water intake facilities of the power stations by the owners. The working group thought that the water collection facilities, water sources, water collection sites, water intake methods, water return facilities, water return modes and water return sites of Yongxing First Hydropower Station met the relevant requirements of the approved water resources argumentation report to pass the acceptance. The working group urged the power station to consciously accept the water intake permission management of the water administration department, strengthen water resources protection, pay water resources fees in full and on time, actively cooperate with the work of water surface cleaning near the dam, and ensure ecological discharge. At the same time, the working group also required to access the self-built video surveillance to the "Smart Water Conservancy" system of Chenzhou City.

In the afternoon, the working group carried out the supervision and inspection of water intake permission to Hunan China Resources Electric Power Liyujiang Co., Ltd., which was rated as an advanced provincial water intake unit in 2017. The working group inspected the water collection facilities, state-controlled metering devices, circulating water pump rooms, sewage treatment facilities, river discharge outlets, etc., and reviewed the water intake permit data and sewage inspection reports. Deputy Director Pan Ying highly affirmed the achievements made by Hunan China Resources Electric Power Liyujiang Co., Ltd. in handling water intake permits and setting up registration of sewage outlet into the river.
