It was reported that Liu Zhiren, the Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City, investigated Chenzhou Comprehensive Free Trade Zone in the afternoon of February 22nd, 2018, accompanying with some principals of subordinate departments. Liu emphasized it should focus on two advantages as opening up and location to improve the opening innovation, opening economy, and upgrading of transformation development, applying new visuals and innovative measures.

Liu and his team visited the construction site of E-commerce Industrial Park and learned details of the industrial development of Chenzhou High-tech Industrial Zone as well as the planning of Chenzhou Comprehensive Free Trade Zone.

In the following promotion conference, Liu Zhiren stated Chenzhou opening economy should be promoted with new development concept as instructed by the spirit of 19th National People’s Congress. Chenzhou opening-up brand should be forged with wider visuals, more practical measures, and more powerful actions. More attention should be paid on the improvement of Chenzhou Comprehensive Free Trade Zone. Opening economy should be highly promoted followed the instruction of the State Council, Hunan Provincial Party Committee, and Hunan Government. The spirit of 19th National People’s Congress should be followed strictly and all central, so did the Hunan provincial political instructions.

Liu required more accurate investment attraction work should be carried out to introduce more industrial promotion projects and big projects with higher added value, handling more special actions and playing the best roles of investment attraction teams. Industrial parks should be improved as the main carriers of investment attraction, especially for the development of special industrial zones. Upgraded opening platforms and regional cluster of Chenzhou check points should be forged on the basis of pass of Chenzhou Comprehensive Free Trade Zone and quick clearance operation.

Liu stated the connection with the cities of Guangdong Province, Hong Kong, and Macau should be further enhanced via extended opening cooperation. “Zero-breaking” plan concerned for the foreign trade should be improved continually, spawning some foreign trade companies and foreign trade service centres. More leading enterprises of export-oriented real economy and more processing trade projects should be introduced into Chenzhou City, aiming on upgrading the foreign trade service capacities. Innovation driving force should be placed as the core strategy of economic social development and economic structural adjustment. Closer cooperation should be handled with central enterprises, tertiary schools, and scientific institutions to improve the industrial technological projects and cultivate more Chenzhou brands.

Liu also asked that the development environment should be optimized as well. More favourable policies, optimized condition, and better service should be offered to enterprises.

Liu also emphasized Chenzhou Comprehensive Free Trade Zone should be well improved by figuring out better plan, layout, specified targets, working measures, leadership, favourable policies, and etc.

Some Chenzhou municipal leaders – Zhou Hailin, Yuan Weixiang, and Li Liming, and Secretary of Chenzhou Government – Huang Zesheng accompanied Liu with the investigation trip.
