On February 26th, the teleconference on education, health, family planning, culture, sports, radio, television, press and publication was held. Liu Zhiren, Deputy Secretary of Municipal Party Committee and Mayor, required adhering to the idea of people-centered development to promote comprehensive, coordinated and sustainable development of social undertakings.

The conference summarized the work of education, health and family planning, cultural, sports, radio, television, press and publication in 2017, and arranged for the deployment of the work in 2018.

Liu Zhiren pointed out that education should aim at building a strong city with modern education and strive to run a satisfactory education for the people. We should focus on the coordinated development of all kinds of education at all levels, continue to vigorously promote the integration of urban and rural compulsory education, and improve the conditions of running rural schools to revitalize rural education; should make great efforts to resolve the hot and difficult problems in education, and focus on solving the "selecting school", "big class" and other outstanding problems; should make great efforts to improve the quality of education and teaching, strengthen the consciousness of education quality, innovate the education way and attach importance to improving the teaching level.

Liu pointed out that health and family planning should be oriented to provide all-round health services and promote the construction of healthy Chenzhou. We should deepen the reform of the medical and health system, adhere to the basic orientation of public welfare in public hospitals, improve the hierarchical medical system, and deepen the comprehensive reform of public hospitals; should strengthen the construction of comprehensive service capacity, optimize the allocation of medical and health resources, improve the level of medical services, strengthen public health and health emergency response, and conscientiously implement the health poverty alleviation project; should improve the management level of family planning services and build a policy system and social environment to encourage fertility by policy.

Liu pointed out that the work on cultural, sports, radio, television, press and publication should focus on perfecting the public cultural service system to promote the development of cultural undertakings and industry. We should occupy the main position, actively promote the integration and development of traditional and emerging media, and seize and expand the ideological and cultural position of the Internet; should spread the positive energy, and try to introduce more excellent works with profound thought, exquisite art and well-production; should improve the large system and speed up the establishment of a modern public cultural service system covering urban and rural areas, convenient and efficient, basic and fair; should build a large industry, promote the four-year action plan for cultural tourism and sports industry, and promote the integration and development of cultural and sports industries with cultural tourism, entertainments, handicrafts, exhibitions and so on.

Liu stressed that the people's livelihood should be centered on people to fully promote the overall coordinated and sustainable development of social undertakings. We should pay close attention to the work implementation, strengthen the sense of efficiency and effectiveness, and strengthen supervision and work scheduling to ensure the implementation of all work; should improve our ability and quality, strengthen personnel education and training, pay attention to the cultivation and introduction of talents, and create the best undertaking work atmosphere; should unite all parties, set up the idea of "one game of chess", and provide strong organization, talent security and policy, and financial support to form working force.
