On February 27th, 2018, Hunan "Spring Wind Action" launching ceremony and special job fair for migrant workers were held in Chenzhou Wuling Square. The launching ceremony was jointly organized by the Hunan Resources and Social Security Department, Provincial Poverty Alleviation Office, Provincial Federation of Trade Unions and Provincial Women's Federation, and undertook by the Hunan Employment Service Bureau, Chenzhou Municipal Bureau of Human Resources and Social Security, Chenzhou Poverty Alleviation Office, Chenzhou Federation of Trade Unions and Chenzhou Women's Federation.

This job fair has extensively mobilized all levels of resources and social security departments and relevant units in the city to actively organize the rural labors who have the will to go to work and start a business in Chenzhou City, poor rural labors and laid-off workers to participate in the job fair. At the same time, the party secretaries of administrative villages with concentrated rural labors were invited to attend the fair. Many enterprises in the whole city and inside and outside the province have participated, especially the provincial government office in Shanghai has brought many famous enterprises in Shanghai, which has effectively promoted the cross-provincial labor export of the rural poor labors.

At the job fair site, a special policy consultation desk has been set up to provide job seekers with vocational guidance, skills training, entrepreneurial services, contract signing, wage payment, social security, labor disputes and many other consulting services.

The fair invited 290 well-known enterprises at home and abroad to attend, mainly providing job seekers with general workers, operators and other positions, a small number of grass-roots management posts and civilian posts, a total of 25350 posts. According to statistics, more than 10000 people entered the activity on the same day and 3768 people reached employment intention with employers.

It was reported that this year's "Spring Wind Action" in various parts of Hunan Province will continue until the end of March. The Resources and Social Security Departments, Poverty Alleviation Office, Federation of Trade Unions, Women's Federation and other departments at all levels will cooperate with each other to provide employment, entrepreneurship, training, rights protection and other services for peasants working in cities, support the returning migrant workers to start businesses, drive the rural labors to transfer the employment and help poor labors to overcome poverty.
