On March 2nd, the reporter learned from the municipal government that the" three-year action plan for speeding up the 'toilet revolution' in Chenzhou (2018-2020)" was officially launched. Within three years, the city will build and expand 1, 691 public toilets and basically eliminate the traditional dry toilets in the rural areas to comprehensively improve the city's toilet civilization and continue to maintain the honor of "National Toilet Revolutionary Advanced City".
The document points out that the city plans to build and expand 167 public toilets (50 of new and 117 of reconstruction and extension) in the urban areas; build 1,100 new public toilets and rebuild 108,000 household toilets in rural areas; build and expand 240 tourist toilets (207 of new and 33 of reconstruction and extension) in the star-rated scenic spots, rural tourist areas (points), fine homestay and West River scenery belt; build and expand 184 standardization toilets in the expressway, provincial trunk highway service areas, passenger stations, bus stations, highway along the road and city gas stations (141 of new and 43 of reconstruction and extension) from 2018 to 2020 to realize the goal of "sufficient quantity, reasonable distribution, effective management, good service, sanitary and environmental protection, toilet civilization".
The city's "toilet revolution" action will be spread across a wide range of areas. The "toilet revolution" in tourism includes promoting the PPP model, providing the franchise to build toilets, manage toilets and maintain toilets for commercial purposes, exploring the establishment of "Director system" of toilets, encouraging the adoption or sponsorship of public welfare in all walks of life and innovating the mechanism of "one toilet with multiple uses"; speeding up the construction of the third toilet and striving to gradually achieve full coverage of tourist attractions above 4A and national and provincial tourist resorts. The supporting construction of traffic toilets includes building standardized toilets in the 13 first or second grade passenger stations, 8 third grade passenger stations and 118 township passenger stations in the whole city and 26 public transport stations in urban areas.
There will also be a "toilet revolution" in urban areas and the city will focus on building a new batch of new standard public toilets. The public toilets in urban areas will be opened free, the qualified toilets in the organs, enterprises and institutions will be opened free, and the public toilets of city hotels and star hotels are encouraged to be open free to the public; the free opening signs and guidance signs will be set up in conspicuous locations and integrated into the toilet map phone application for the convenience of visitors. The "toilet revolution" in rural areas will increase the toilet modification efforts of farmers, combine rural household toilet improvement with clean rural action, rural environmental sanitation comprehensive improvement, urban and rural environmental sanitation improvement, rural drinking water safety consolidation and promotion actions, and actively promote innocuous (ecological) toilets to achieve over 90% of the rural sanitary toilets coverage rate and over 75% of harmless sanitary toilets coverage rate.
