Recently, Chenzhou issued the "Management Measures for Voluntary Service in Chenzhou City" (hereinafter referred to as the "Measures") in order to protect the legitimate rights and interests of volunteers, voluntary service organizations and voluntary service objects, encourage and standardize voluntary service, and develop voluntary service undertakings to cultivate and practice socialist core values, and promote the progress of social civilization.
Based on the actual development of voluntary service in Chenzhou City, the "Measures" has stipulated on the general regulations of volunteer service, volunteers and volunteer service organizations, voluntary service activities, promotion measures, legal liability and so on.
According to the regulations, the "Measures" shall apply to voluntary service and related activities carried out in Chenzhou administrative area. The "voluntary service" as mentioned in the "Measures" refers to the public welfare services provided by volunteers, voluntary service organizations and other organizations to society or others voluntarily without compensation. Volunteers may participate in voluntary service activities carried out by voluntary service organizations, or may carry out voluntary service activities according to law.
The "Measures" provides that organizations other than voluntary organizations can carry out voluntary activities within their capabilities. Urban and rural communities and units can carry out voluntary service activities within their own communities or units with the consent of grass-roots mass autonomous organizations or groups agreed by their respective units. Voluntary service shall be followed voluntarily, without compensation, equality, honesty and legality, and shall not violate social morality, damage public interests and legitimate rights and interests of others, and do not endanger national security.
According to the "Measures", volunteers can carry out voluntary service activities according to law, other organizations other than voluntary service organizations can also carry out activities within their capabilities, and even urban and rural communities and units can set up groups, which not only recognizes the legitimacy of relevant organizations and actions, but also contributes to the formation of social mobilization. While obtaining the status legalization, the "Measures" has made the explicit stipulation for the volunteer and the volunteer service object in terms of protection of rights and interests, ensured the sustainability of volunteer service enthusiasm and guaranteed the long-term nature of voluntary behavior.
In order to promote the development of voluntary service, the "Measures" also provides for a number of support, protection and promotion measures. The "Measures" also encourages relevant units to take promotion measures, including preferential recruitment of volunteers with good voluntary service records under the same conditions, and the inclusion of students' participation in voluntary service activities in the practice of credit management, and so on. Such measures not only protect the rights and interests of each volunteer, but also provide incentives for the general public to devote themselves to voluntary service.
