In 2018, in order to effectively get rid of poverty and drive farmers to become rich, Yongxing County recently issued a number of preferential policies to continue to promote the sustained, stable and healthy development of flue-cured tobacco industry throughout the county as the important content of changing the way, adjusting the structure and benefiting the people's livelihood.

First, establish the tobacco production quality award. Special examination will be carried out on the production and baking of the customized development unit of high-end cigarette raw materials. The objects of examination are the cooperatives and the qualified cooperatives will be rewarded with 10 yuan/dan. Among them, the reward for production link is 5 yuan/dan and the reward for baking link is 5 yuan/dan.

Second, establish a fund for the modern tobacco agriculture construction. 10% of the funds from the tobacco tax last year will be used as the fund for the development of modern tobacco agriculture, especially for the land consolidation of tobacco fields. Of which, 4% of them will be declared as the application and implementation funds of land consolidation project, 5% will be managed by the County Flue-cured Tobacco Office as the compensation costs of tobacco infrastructure management and maintenance, and 1% will be used as the special fund for the construction and development of tobacco farmers' specialized cooperatives, mainly for the capital construction, organization management and quality improvement of the tobacco farmers specialized cooperatives and the county tobacco associations.

Third, continue to carry out the ploughing incentive policy. Farmers can get 60 yuan/mu from the County Finance if complete the ploughing task according to quality and quantity before January 15th, 2018.

Fourth, continue to implement agricultural natural disaster insurance policy. The County Finance and the county tobacco department jointly financed the purchase of planting insurance for the contracted tobacco farmers.

Fifth, establish the township tobacco leaf infrastructure construction management fund. The fund of not less than 10% of the previous year's tobacco tax return will be arranged by the township to use for tobacco leaf infrastructure management in this area.
