Guiyang County, located in the hinterland of the Wuling Mountains, has a narrow "wind belt" of more than 60 kilometers in length, with an average wind speed of 6 to 7 meters per second and an effective utilization time of more than 2000 hours a year, which can develop 1 million kw of wind energy resources, one of the richest areas of wind energy resources in Hunan Province. Since 2010, the county has introduced Hunan Power Group, China Power Construction Group, Hunan Hydropower Group, China General Nuclear Power Corporation (CGN) and other strategic investors through attracting investment, and has signed the wind power installation of more than 800,000 kw, with a total investment of 9 billion yuan. It was expected that after the completion of the signing projects, wind power will become an industry with annual tax revenue of more than 100 million yuan after tobacco and nonferrous metals in the county.
In order to promote the construction of wind power projects, Guiyang County has set up a new energy construction headquarters, and several working groups to deal with the disputes over the ownership of mountain forests, road traffic, and the relocation of pole lines in a timely manner. The county has required the project owners to strictly enforce soil erosion, vegetation restoration and other regulations to effectively protect the ecology, and implement tax relief policy for wind power projects that have already been completed and put into production to further stimulate investors' enthusiasm for investment. The Qinglan wind farm, which was invested by CGN Group, has a installed capacity of 110,000 kw in phases 1, 2 and 3. At present, the first and second phases have been completed and put into production, and the third phase is speeding up construction.
According to reports, Luhejin, Luyefeng, Qiaoshi(Shuiyuan) and other 7 wind farms in Guiyang County have been completed and put into production, the total installed capacity of 350,000 kw. The total grid-connected power generation exceeded 4 billion kw-hr, saving more than 1 million tons of standard coal, creating 2.44 billion yuan in output value.
