Liu Zhiren stressed that it is necessary to further revise and improve the "Chenzhou Sustainable Development Plan (2018-2030)" and the "Chenzhou National Sustainable Development Agenda Innovation Demonstration Area Construction Plan (2018-2020)"; further clarify the construction theme, take "Sustainable Use of Water Resources and Green Development" as the theme of setting up the demonstration area, adhere to the road of sustainable use of water resources and green development, and actively explore a new way to develop water demand, comprehensive management of water environment, restoration of water ecosystem and ecological economy of efficient use of water resources; further highlight the problem orientation, follow the laws of the ecosystem, coordinate water environment protection, water ecological restoration and industrial green development, build a sustainable development pattern of beautiful mountains and rivers and green development, and strive to realize the good situation of synchronous development of ecology and industry; further talk about the stories of "protecting water, managing water and using water", and take the opportunity of declaring and building an innovative demonstration area for sustainable development agenda to vigorously develop green ecological industries, and form the development experience with Chenzhou characteristics and replicable and demonstration effects in the aspects of water conservation, water treatment and water use,

Liu Zhiren stressed that it is necessary to further clarify the creation of the main responsibility. All departments and industries at all levels in the city should make joint efforts towards the direction of sustainable development, not only to give advice for sustainable development, but also to achieve a high degree of unity of thought and understanding, so as to form a common understanding of sustainable development; should clarify the main body of responsibility and promote the implementation of various work tasks. All counties (cities and districts) should proceed from their own realities and find out the themes and ways of sustainable development to fit for regional sustainable development and form a strong force of creation and construction; should form replicable sustainable development results through building innovative demonstration areas.
