On the morning of September 21st, the 13th China Citizen Ethics Forum hosted by the Central Propaganda Department was held in Beijing. As one of the only two prefecture-level city representatives at this forum, Yi Pengfei, Chenzhou Party Secretary and Chairman of Municipal People's Congress Standing Committee, made a speech entitled "Developing the Four 100 Activities to Promote the Cultication of New Generations", introducing Chenzhou's experience in practicing socialist core values, promoting citizen moral construction, and cultivating new people of the times.

The China Citizen Ethics Forum is an official high-level forum organized by the Propaganda Department of the CPC Central Committee in accordance with the requirements of the "Outline for the Implementation of Citizen Ethics Construction" issued by the Party Central Committee, which is to explore and study the measures and methods for strengthening the construction of citizen ethics in the new situation, to exchange and improve the fresh experience in morality and fashion, promoting social harmony and stability, and guiding the masses to participate in moral practice on a large scale. Since the first China Citizen Ethics Forum was held in Nantong City, Jiangsu Province in 2004, it has been held once a year and held for 13 consecutive years. The theme of this year was "Developing the Four 100 Activities to Promote the Cultivation of New Generations".

In his speech, Yi Pengfei said that in recent years, Chenzhou has adhered to the guidance of Xi Jinping's socialist ideology with Chinese characteristics in the new era, closely focused on the construction of ideals, beliefs, values and moral concepts, and developed the new generation of the times and carry forward the new style of the times through conducting the 100 excellent theoretical courses, 100 core values demonstration points, 100 "Good People" demonstration drive, 100 good family rules and family instruction training practice and other activities.

Yi Pengfei also introduced in detail the specific measures for Chenzhou to carry out the "four 100" activities. He said that Chenzhou has adhered to enlighten them with reason and preach the armed men in 100 excellent theoretical classes; insisted that everything can be done and integrated with 100 demonstration points of socialist core values; insisted that everyone can learn and insisted on leading people with 100 "Good People" demonstration; insisted on teaching by words and deeds, and edifying people with 100 good family rules and good family instruction.

Yi Pengfei's 10-minute speech highlighted the resolute determination and belief of the Chenzhou people to regroup and start construction work with a higher standard, and fight for overall victory, which was unanimously recognized by the participants.
