Liu Zhiren to Build Non-ferrous Metal New Material Base

Recently, Liu Zhiren, Deputy Party Secretary and Mayor was invited to attend and give a speech at the National Forum on High Quality Development of Non-ferrous Metal Industry. In his speech, Liu Zhiren pointed out that Chenzhou will speed up the high-quality development of non-ferrous metal industry and strive to become an "important base of new materials for non-ferrous metals" in China, with the supply-side structural reform as the main line, the extension of the industrial chain as the focus, the market demand as the guide, and the scientific and technological innovation as the driving force.

Liu Zhiren said that for a long time, the Chenzhou Municipal Party Committee and the Municipal Government have attached great importance to the development of non-ferrous metal industry, focusing on realizing the transformation from "non-ferrous" to "green", promulgated a series of policies and measures to promote the transformation and upgrading of the non-ferrous metal industry, and made remarkable achievements in variety quality, technical equipment, industrial restructuring, comprehensive recovery and recycling of resources in the non-ferrous metal industry, becoming the first 100 billion industrial cluster in the city.

Liu Zhiren thought that Chenzhou City with rich mineral resources, good industrial foundation, strong technical advantages and perfect development platform, is an important base of new non-ferrous metal materials in China. Next, Chenzhou should base itself on the realistic foundation, focus on the future development, and strive to make Chenzhou into a "demonstration area" for sustainable development and utilization of non-ferrous metal resources nationwide, an "agglomeration area" for non-ferrous metals characteristic industry development, and a "pilot area" for technological innovation of non-ferrous metals utilization by integrating all kinds of resources, elements and advantages.

Liu Zhiren pointed out that Chenzhou should build "an important national non-ferrous metal new material base" from five aspects. It is necessary to focus on technological innovation, speed up industrial transformation and upgrading, fully support and guide enterprises and scientific research institutions to carry out research and development around the common technologies and key technologies of non-ferrous metal industry, and promote the industrial restructuring, transformation and upgrading of non-ferrous metals in Chenzhou by promoting the transformation and application of scientific and technological innovations; focus on opening up, promote international production capacity cooperation, actively guide non-ferrous metals enterprises to actively integrate into "the Belt and Road" and strategy and international capacity cooperation, encourage enterprises to expand their development space by using overseas resources, develop overseas demand, seek output capacity, and solve the surplus of production capacity; focus on recycling, promote the green development of mining industry, and actively promote the transformation and development of non-ferrous metal industry to intensive processing and recycling around the industrial structure and production mode with high technology content, low resource consumption and less environmental pollution; focus on deep integration to achieve double benefits of development, seize the opportunity of "Internet+", promote the deep integration of non-ferrous metal industry and Internet tools, and integrate the new generation of information technology such as Internet of things, cloud computing and big data into non-ferrous metal industry research and development, production and other links, to promote the transformation of non-ferrous metal industry to digitalization, intellectualization, networking and service; focus on extending the chain, promote the "Chenzhou non-ferrous" brands, and pay attention to creating five non-ferrous metal products brands, such as tungsten, bismuth, lead and zinc, tin and silver.
