The Haichang Marine Culture Tourism Comprehensive Project of Chenzhou aims at creating the leisure and vacation destinations with the most distinctive marine culture features in the Central and South China with the international first-class design, construction and operation standards, centering on the functional system of "marine culture and leisure tourism, marine life science education, innovative interactive and experiential vacation, ecological and healthy living community".

Liu Zhiren pointed out that Chenzhou Haichang Marine Cultural Tourism Comprehensive Project is an important cultural tourism industry project in Chenzhou. We should improve political standing and promote Chenzhou's high quality development with industry; should promote effective investment to form a resultant force and support the industry as a new type of urbanization; should concentrate the energies, concentrate the thoughts, speed up the development of Chenzhou's cultural and tourism industry, and strive to build hundreds of billions of industrial clusters; should make concerted efforts to speed up the site selection of the project, strengthen policy support and speed up the coordination of issues, so as to speed up the real landing of the Haichang marine cultural tourism comprehensive project in Chenzhou; should speed up the administrative reform, create the best environment, provide the best quality service and support the project construction.
