Recently, Jiahe County Housing and Construction Bureau and other relevant functional departments signed PPP project contract for the treatment of black-odor river water body and the construction of supporting facilities in Jiahe County with Guangdong Liantai Environmental Protection Co., Ltd., Dahao Municipal Construction Co., Ltd. and Hunan Provincial Architectural Design Institute Co., Ltd. in Jiahe Huatian Hot Spring Hotel, indicating that the key project has formally entered the start-up stage. County leaders Wu Wenming, Li Shengli, Lei Yanzhong, Ou Xubin and Li Xiangdong attended the signing ceremony.

In order to promote the construction of new urban areas, the renovation of old urban areas and the ecological restoration of residential areas, the county has formulated an operation mode plan of "design-construction-financing-operation-transfer" with high starting point planning, high standard construction, high level management and high efficiency, which was implemented and operated by a project company (SPV) established jointly by the selected social capital party and the government entrusted investor Jiahe Castle Development Group Co., Ltd. The owner unit of the project was the County Housing and Urban-Rural Planning and Construction Bureau.

The total investment of the project was about 1.869 billion yuan. On December 11, 2018, it was tendered by Guangdong Liantai Environmental Protection Co., Ltd., Dahao Municipal Construction Co., Ltd. and Hunan Architectural Design Institute Co., Ltd. The construction contents included "comprehensive treatment project of black-odor river water body (supporting projects and ancillary facilities), construction of urban sponge city demonstration area and improvement of rain and sewage diversion of 9 roads, comprehensive treatment of heavy metal pollution in Taojiahe River Basin (some farmland treatment and tailings treatment along the coast), urban and rural sewage treatment projects (construction of first sewage treatment plant, second sewage treatment plant and supporting pipeline network, 9 township sewage treatment plants and supporting pipeline network), etc. The cooperation period of the project is 30 years, and the way of "user payment + government feasibility gap subsidy + operation quality supervision" is adopted to obtain the return on investment.

It was reported that Guangdong Liantai Environmental Protection Co., Ltd. is a listed enterprise engaged in investment and operation of environmental services infrastructure. This joint venture of Liantai Environmental Protection, Dahao Municipal Government and Hunan Architectural Design Institute will effectively improve the ecological environment and urban infrastructure conditions of county towns, comprehensively improve the regulation level of urban black-odor river water bodies, flood prevention and disaster prevention capabilities, enhance urban quality, and further promote new urbanization and global tourism development.
