"In 2018, our city completed an investment of 23 billion yuan, and the rate of new start-up and resumption was 100%. 56 projects were completed and put into operation. There were 122 large-scale industrial enterprises added in the city, and the added value increased by 7.3% year on year. This year, our city plans to arrange 77 key projects. The Municipal Bureau of Industry and Information Technology will further strengthen the targeted support and continue to promote the "acceleration" of our industrial enterprises." Since April 2018, our city has launched a special action to help industrial enterprises, and the Municipal Bureau of Industry and Information Technology has carefully organized the actions to effectively promote the improvement of production efficiency and development confidence of enterprises.

Last year, according to the principle of "highlighting key points and helping by classification", the Municipal Bureau of Industry and Information Technology conducted a survey for key enterprises to understand their actual difficulties and needs. They took the lead in formulating and promulgating "Several Opinions on Supporting the Development of Private Enterprises" and 24 "Hard Measures" to promote the sustained and healthy development of private economy in the whole province. In the first three quarters of 2018, the city's non-public economy realized an added value of 126.644 billion yuan, an increase of 8.1% over the same period last year.

Under the leadership of the bureau, 25 key industrial enterprises were assisted by 5 groups and a total of 54 difficulties were solved, including production factors, such as enterprise electricity consumption, land use, labor and capital, as well as the declaration of national and provincial projects. The bureau strengthened the support of industrial guiding funds and project funds of small and medium-sized enterprises to key enterprises. 54 enterprises and 55 projects in the city have been recommended and declared for industrial guiding funds in 2018 through the joint preliminary examination and recommendation of District and County Bureau of Industry and Information Technology, and Department of Finance. The bureau has actively carried out deposit clearance work involving enterprises, and has returned 3.36 million yuan to enterprises. Since January 1, 2018, it has reduced the industrial electricity price by 0.0237 yuan/kWh, released the reform dividend of 58.35 million yuan, and reduced the cost of electricity consumption of 28.119 million yuan.

In addition, the Municipal Bureau of Industry and Information Technology organized a conference to promote the development of small and micro-enterprises and serve the real economy of the whole city's banking financial institutions, and promoted the banking financial institutions to grant credit and sign contracts with 150 small and micro-enterprises, with the amount exceeding 3 billion yuan; organized business leaders to attend six special training courses such as seminars for leaders of small and medium-sized enterprises in the whole province, and organized three special service enterprise policy publicity activities to further improve the awareness and influence of policies.
