Recently, the Provincial Government Office issued a "Notice on Praise and Incentive to Areas with Obvious Effectiveness in Real Work in 2018" and the related work of Zixing City in implementing innovation-leading strategy has been commended. The provincial government will give priority to supporting a qualified unit in Zixing City to cultivate and build provincial public space or star-making world, and arrange 2 million yuan for the construction of innovative service system.

In 2018, the added value of strategic emerging industries and high-tech industries in Zixing City accounted for 45.1% and 46.5% of the added value of large-scale industries respectively, and Zixing City was successfully approved as the first batch of innovative counties and cities in China. As the first National Sustainable Development Experimental Area in Hunan Province, Zixing City was the only "national advanced demonstration area for sustainable development". Zixing City vigorously implemented the strategies of "innovation leading, opening up and rising" and "industry leading and comprehensive development", and created a sustainable development road of "Lucid waters and lush mountains are invaluable assets".

Focusing on the strategy of "strengthening the city by science and technology", the city has deepened the integrated application of information technology in the industrial field, continuously pushed forward the construction of innovation system, and constantly emerged innovative achievements and innovative results. According to preliminary statistics, in the past five years, the city has applied for 809 patents and 487 patents; organized the declaration of 7 appraisals of scientific and technological achievements above the Chenzhou municipal level, and won one second prize of the National Science and Technology Progress Award, one first prize of provincial science and technology progress and one first prize of Chenzhou City; promoted more than 20 new practical technologies and the transformation and application of scientific and technological achievements; and owned 14 high-tech enterprises.

At the same time, the city has attached great importance to the four links of attracting talents, retaining talents, educating talents and employing talents, and made every effort to innovate the system and mechanism of talent development, and brought high-level talents into Zixing City for innovation and entrepreneurship. At present, the city has introduced and cultivated 5645 talents, and established one academician workstation, one national science and technology commissioner innovation and entrepreneurship base, one national star creation world, three provincial R&D centers and five Chenzhou R&D centers.

Zixing City has also built the Dongjiang Lake Big Data Industrial Park based on the cold water resources planning of Dongjiang Lake to build a new engine leading the innovation and development of industry. In June 2017, Dongjiang Lake Big Data Center was officially opened. Over the past year, the PUE (Energy Efficiency Index) value of Dongjiang Lake Big Data Center has remained between 1.05 and 1.16 all year round, saving more than 50 million kWh of electricity annually, becoming the first green energy-saving big data center in China and the world.
