The Plenary Session of Municipal Eco-environmental Protection Committee and the Xiangjiang River Basin (Chenzhou) Water Pollution Comprehensive Regulation Committee was held in Rucheng County. Liu Zhiren, Municipal Deputy Secretary and Mayor, requested to carry out Xi Jinping's ecological civilization thought and important directive spirit for Hunan's work, and firmly promote the third "Three-year Action Plan" for the protection and management of the Xiangjiang River Basin.

Liu Zhiren pointed out that we should deeply understand the spirit and earnestly grasp the ecological environmental protection work deployment of provincial Party committees and provincial governments; should upgrade the political position and effectively enhance the mission of "guarding the clear water"; should persist in taking the protection and control of the Xiangjiang River as the touchstone to test the "four consciousness" and "two maintenance", and really use Xi Jinping's ecological civilization thought to arm our minds, guide our practice and promote our work; should persist in taking the protection and control of the Xiangjiang River as the "top priority" in the battle of pollution prevention and control, and do a good job in the protection and control of the Xiangjiang River; should persist in taking the protection and governance of the Xiangjiang River as the main content of building innovative demonstration zones on the national sustainable development agenda, and focus on building clear water and green mountains model zones, green transformation demonstration zones and inclusive development pioneer zones.

Liu Zhiren required to persevere for a long time and make solid progress in the implementation of the third "Three-year Action Plan"; strengthen the environmental protection of water sources, focusing on three major projects: water environment protection of Dongjiang Lake, water conservation of Xiangjiang River and centralized drinking water sources protection; promote the comprehensive management of the ecological environment in the basin, and promote the centralized treatment of pollution in the 36 Bays of Chenzhou and its surrounding areas; do a good job in the control of pollution sources in industry, agriculture and daily life, strengthen the management of enterprises in key industries and accelerate the comprehensive treatment of rural environment; carry out the prevention and control of heavy metal pollution and strengthen the risk control of heavy metals; promote the implementation of river (lake) chief system in an all-round way and vigorously promote the comprehensive treatment of black and odorous water bodies; strengthen the law enforcement and supervision of the ecological environment and "zero tolerance" for sewage disposal and other environmental violations.

Liu Zhiren required to highlight the problem orientation and speed up the completion of practical shortcomings affecting the quality of the ecological environment; overcome the burnout, persevere in carrying out the environmental protection supervision and rectification work in central and provincial areas and tackle the difficulties in the follow-up rectification work; persist in doing a good job in rectifying the prominent environmental problems in the Yangtze River Economic Zone with vigorous efforts and promote the solution of a number of similar problems from one point to another.

Liu Zhiren stressed that we should strengthen organizational leadership and firmly grasp the responsibility of protecting and governing the Xiangjiang River; should strengthen the implementation of responsibilities and shoulder the great responsibility of protecting and governing the Xiangjiang River in accordance with the requirements of "Party and Government Dual Responsibilities and One Position with Two Responsibilities"; strengthen the assessment and accountability, and regard the protection and governance of the Xiangjiang River as an important basis for the rewards, punishments and promotion of the leading groups and cadres; strengthen the team building to build a strong political, skilled, hard-working and daring ecological environmental protection main force.
