Sun Yan, living in Tongleyuan Community of Beihu District, reflected that the problems of direct smoke exhaust and high noise in restaurants opened in the district affected the normal life and physical and mental health of residents. Another visitor, Xu Guihua,living in the same community, reported that pet dogs were kept and sold by residents in the community, which seriously affected the environment of the community.

Tongleyuan Coummunity, located in Tongxin Road, Beihu District, is a low-rent house managed by the Municipal Real Estate Bureau and a demonstration low-rent housing district in Chenzhou City.

After listening carefully to the petitioners'demands, Yi Pengfei carefully inquired and verified the relevant problems, and studied the solutions on the spot with comrades in charge of relevant departments and units.

Yi Pengfei said that low-rent housing and public rental housing are guaranteed housing projects to solve the housing problems of urban poor groups. For the situation reflected by the petitioners, the relevant units should rectify the problems existing in the restaurants within the prescribed time, and urge the transformation of the restaurants. In the case of renting low-rent housing for business activities, after verification, the tenants should be educated and ordered to stop their business activities, and those who do not listen to the dissuasion should be disqualified according to law and take back their houses. Relevant departments should refine the work programme, improve the distribution and rental system of affordable housing, achieve openness and fairness, effectively improve the housing conditions of low-income urban residents, standardize the behavior of residents, and appeal to everyone to jointly maintain the community environment and continuously improve their happiness index; should carry out style supervision to ensure that problems reflected by the masses are properly handled within the prescribed time limit.

After understanding the situation, Yi Pengfei required the employing units and relevant departments to properly handle the problems of petitioners, provide relevant information in time, handle them strictly according to law, and safeguard the legitimate rights and interests of migrant workers. Yi said that enterprises should have the awareness of caring for workers, respecting workers and protecting workers, enhancing social responsibility, strictly checking in the process of employment, and assuming corresponding responsibilities and obligations; the Human Resources and Social Security Department should strengthen labor supervision and law enforcement, and safeguard the legitimate rights and interests of migrant workers.
