Recently, Liu Zhiren, NPC Deputy, Deputy Party Secretary and Mayor, in an interview with People's Daily on how to build a good development environment for administration according to law, thought that market economy was a rule-of-law economy,and perfecting the law and demarcating the boundaries between government and market are prerequisites for creating a good business environment.

The Government Work Report pointed out that the national level should focus on the formulation of unified regulatory rules and standards, and local governments should focus on fair supervision. We should promote "double random and one open" cross sectoral joint supervision, carry out credit supervision and "Internet + regulation" reform, optimize environmental protection, fire protection, taxation, market supervision and other law enforcement methods, and punish the offenders according to law.

"In the specific process of supervision and law enforcement, we should pay attention to two aspects. First, we should ensure fairness, improve the legal system, improve the quality of law enforcement and supervision personnel, and treat market participants equally and consistently before laws and regulations; secondly, we should strive for high efficiency and build an interconnected government supervision information system based on modern information technology such as big data, cloud computing and Internet of Things, breaking the situation of environmental protection, fire protection, taxation and market supervision." Liu Zhiren suggested strengthening internal management, restricting the supervisors' free behavior in the process of supervising law enforcement by improving the system design; leaving traces in the process of supervision and inspection, so that the process can be traced, leaving no room for selective law enforcement and capricious law enforcement.
