Recently, the author learned from the Guiyang County Industrial Park Management Committee that the Hunan Provincial People's Government has officially approved Guiyang County Industrial Park as the Provincial High-tech Industrial Development Zone. After the approval, the approved planning scope of the original park (industrial concentration zone) remained unchanged. The approved industrial development policy will better promote Guiyang to accelerate the use of high-tech transformation to improve traditional industries and promote the upgrading of industrial structure.

Guiyang Industrial Park was approved as a provincial industrial park in 2006. It was successively awarded as "National Cyclic Reform Demonstration Pilot Zone", "Most Public Attention Industrial Zone" and "New Industrial Demonstration Base" in Hunan Province.

In recent years, Guiyang County has promulgated a series of policies, such as the Strategic Action Plan of "Innovation Leading, Open Rising", to provide policy support for industrial development, scientific and technological innovation, financing guarantee and so on. In the industrial layout of the park, Guiyang County has constructed the development pattern of "one park, two zones" of High-tech Industrial Park, Furong Food and Drug Industrial Zone and Non-ferrous Science and Technology Industrial Zone. Under the guidance of the development of new energy and new materials industry cluster in the High-tech Industrial Park, 41 new energy and new materials enterprises have been gathered, and initially formed the industrial clusters of new non-ferrous metal materials, graphite materials and building materials. Through the construction project of Guiyang Innovation and Entrepreneurship Park, 21 innovative and entrepreneurial enterprises were introduced. Since 2017, the county has continuously strengthened the industrial chain investment, introduced the provincial key project of Hunan Guangdong Home Intelligent Manufacturing Industrial Park, signed 107 enterprises into the park, vigorously developed the "Intelligent Manufacturing" industry, and improved the extension chain of the electronic information industry in the region, with annual output value exceeding 10 billion yuan.

In order to upgrade the traditional superior industries, Guiyang Nonferrous Science and Technology Industrial Park, the only specialized non-ferrous metal smelting and processing park in the province, has been built, which mainly focused on non-ferrous metal smelting, comprehensive utilization and intensive processing, and developed the traditional mining industry towards intensive processing by introducing investment and technology. Relying on the advantages of "Demonstration County of Traditional Chinese Medicine Planting Base in Hunan Province", the county has introduced leading enterprises such as Linuot Biology Pharmacy, Danguiyuan Pharmaceutical Industry, Jingxiangyuan Food and Beverage Industry, and Taihe Spicy Industry, and built Furong Food and Drug Zone, forming an industrial system represented by the processing and manufacturing of Chinese herbal pieces, Chinese patent medicines and medicinal and food homologous health products.

At the same time, Guiyang County has constantly improved the service system of scientific and technological innovation, vigorously guided the park to carry out scientific and technological innovation, invest more than 500 million yuan in research and development funds, continuously improved the service system of innovation and entrepreneurship represented by National Maker Space, and set up the Science and Technology Information Service Platform and other 14 scientific and technological innovation service institutions, and provincial academician expert workstations and other 8 R&D institutions in Guiyang County.

Up to now, the park has gathered 192 enterprises of all kinds, of which 83 are above the scale and 17 are state-owned high-tech enterprises. The main business income of the park's high-tech industry has reached 33.2 billion yuan, accounting for 57% of the park's main business income. In recent two years, the annual average growth rate of the main business income of high-tech industry has reached 28%.
