Beihu District Public Service Platform for Small and Medium-sized Enterprises (SMEs), established in 2017, is the core service organization for SMEs in Hunan Province Industry and Information Technology Department.

In December 2017, the Ministry of Industry and Information Technology (MIIT) was awarded the National Model Service Institution for SMEs. In recent years, it has provided entrepreneurship counseling for nearly 200 enterprises in Chenzhou, which has effectively helped enterprises in Chenzhou, such as Xingyuan Intelligent Service Technology, Chenzhou Dotseon Technology Company, Hunan Xichong Smart Home and other start-ups to achieve a great improvement in personnel training, performance doubling and internal management skills. At the same time, the platform has also actively cooperated with relevant companies to promote the "Shangyun" service. Up to now, it has helped Beihu district to add 1880 new Shangyun enterprises, ranking first in the city in the number of new enterprises, and has been appraised as excellent units of Shangyun enterprise by the Municipal Economic and Information Commission. It also strengthened the propaganda of preferential policies for enterprises to reduce burdens by sorting out the list of preferential enterprise policies at the national, provincial and municipal levels, and precisely promotes policies for enterprises every month.
