Yongxing County has established a three-level river chief system consisting of 15 county-level river chiefs, 106 township-level chiefs and 212 village-level chiefs, has striven to build a diversified investment and financing pattern of "government leading, financial support, market operation and social participation"; has regularly carried out river inspection, relying on the "Hunan Provincial River Chief APP" system, to achieve "early detection, early resolution, early treatment" of problems, and focus on problem-oriented rectification; has set up a joint law enforcement mechanism, exposed typical cases in time, increased publicity, and played a deterrent role in the illegal activities of wading in rivers.

Govern water and land together to solve practical problems. The problems of rivers and lakes are essentially in water and on shore. On the one hand, the county has strengthened the improvement of rural environmental sanitation, and comprehensively cleaned up and transported the landfill in time to ensure that the landfill does not flow down the river. The county has built a set of garbage collection and transporting system, including a command center system for urban and rural sanitation monitoring, 11 garbage transfer stations, 3653 garbage collection pavilions and 791 garbage ponds, achieving a fixed-point storage and clearance rate of 100% and a harmless disposal rate of 92.12%. On the other hand, the county has strengthened the regulation of water environmental sanitation, purchased special vessels for river cleaning, arranged special funds for river cleaning, and adopted the mode of combining outsourcing with territorial management to clean up river rubbish, so as to achieve full coverage of river cleaning. The county has also incorporated river cleaning into the scope of urban and rural environmental sanitation regulation to implement one-week inspection, one-month assessment and one-quarter evaluation, and hold monthly promotion meetings; has intensified the inspection and punishment deforestation, strengthened pollution control of river aquaculture to further protect drinking water sources.
