It was learned from the Municipal Water Resources Bureau that this year, the focus of the city's water resources work is to make up the shortcomings of water projects and strengthen the supervision of the water resources industry, so as to promote the water resources work to a new level.

This year, the Municipal Water Resources Departments will resolutely defend the bottom line of flood and drought disaster prevention and the safety of water resources projects, so as to maximize the safety of people's lives and property. In the prevention of flood and drought disasters, we should base ourselves on flood control, disaster relief and emergency rescue, and do a good job in implementing the responsibility system for flood control of water resources projects, monitoring and early warning, revision of the plan, flood control dispatch and enrichment of rescue technology and other flood control work; do a good job in maintaining 12 county-level mountain torrent disaster early warning platforms and 580 rainwater monitoring stations, and in flood control dispatching of 1087 reservoirs, 2217 mountain torrent disaster-prone areas, small and medium rivers and urban flood control facilities; and give full play to the role of disaster prevention and mitigation of water resources projects and fully serve the overall situation of flood control and drought relief in the city. In terms of the safety of water resources projects, we should further improve the systems of water resources project construction management, water resources project operation management, water resources construction funds use management, water resources project quality supervision, and so on, so as to ensure the safety of water resources production.

The municipal water resources departments will continue to implement the five provincial commands on river patrol, zombie boat regulation, key pollution sources regulation in the Xiangjiang River Basin, prominent environmental problems regulation in surface water concentrated drinking water source protection areas above county level, and regulation of rivers and lakes; will complete 18 key tasks of river chief system, including regulation of sewage outlets, prevention of industrial pollution, prevention and control of livestock pollution around rivers and lakes, ecological rehabilitation of wetlands, consolidation of illegal sand mining wharfs, treatment of black and odorous water bodies, construction of sewage and garbage facilities in villages and towns, and river course cleaning; will implement the water control policy of "water saving priority", take the lead in the construction of water-saving organs in the water industry, promote water-saving transformation projects in large and medium-sized irrigation areas, revitalize water and soil resources in irrigation areas, promote the balance of arable land occupation and recharge, and promote the construction and evaluation of drinking water source protection standards; will further increase the incentives for water resources construction, prioritize and tilt all investment projects in the central budget declared in the current year and next year under the same conditions, allocate water at the municipal level in counties and municipalities with good implementation of investment in local water resources construction, rapid promotion of major projects and high start-up and completion rates of investment projects (including those in the central budget), and give priority support for special water resources funds arranged at the municipal level; will tighten the collection and management of water resources fees, accelerate the comprehensive reform of agricultural water prices, and promote water saving and efficiency in agriculture; and will deepen the reform of water management industry, promote the "Internet + government services", further clarify and standardize water resources administrative examination and approval matters, clarify the main body of responsibility, and simplify procedures.

The water infrastructure of our city is uneven, so one of the key points of the current water resources work is to make up the shortcomings of the water resources construction. The municipal water resources departments will strengthen the management of weak links in flood control and constantly improve the level of flood control and disaster reduction; will earnestly consolidate and improve rural drinking water security, improve the rural tap water popularization rate, and complete the task of increasing rural tap water population by 112,100 people in the key livelihood facts in 2019; will strengthen supervision of soil and water conservation, strengthen comprehensive management of soil and water loss, and accelerate the construction of soil and water conservation projects such as slope farmland in Yizhang County and small watershed management in Anren County. Starting from the aspects of projects, funds, talents and technology, the municipal water resources departments will focus on solving the problem of engineering water shortage and resource water shortage, accelerate the construction of water infrastructure, constantly improve the water management capacity in poverty-stricken areas, and help to overcome poverty.
