Recently, the opening meeting of the Intergovernmental Financial Relations Investigation on the Hot Issues of China's Fiscal and Tax Reform between the Chinese Academy of Financial Sciences and the World Bank was held in our city. Liu Shangxi, President of the Chinese Academy of Financial Sciences, Zhao Min, Senior Economist and Project Manager of the Governing Bureau of the World Bank, and Liu Zhiren, Deputy Party Secretary and Mayor attended the opening meeting.
The main theme of this investigation is "Intergovernmental Financial Relations", focusing on the reform of government investment and financing system, the control of government debt, financial sustainability and other issues. It was understood that the investigation team will hold talks with relevant government departments in Chenzhou, and will also conduct in-depth visits to some counties, enterprises and service agencies to get a detailed understanding of the financial relations between the municipal governments.
At the meeting, Liu Zhiren said in his speech that promoting fiscal and taxation reform and straightening out the financial relations between governments at higher and lower levels is an urgent need to improve the socialist market economic system, accelerate the transformation of government functions, and make up for the gap in local financial resources under the tax-sharing system, and is also an inevitable requirement to change the mode of economic development and promote high-quality economic and social development. In recent years, Chenzhou City has taken the reform of fiscal and taxation system as an important breakthrough in deepening the reform in an all-round way, boldly explored and dared to innovate, and preliminarily constructed the basic framework of modern budget management system, achieving remarkable results in full-caliber budget management, overall planning of the government budget system, transparency of budget and final accounts, revitalization of financial stock funds, liquidation and integration of special funds, local government debt management, and reform of tax collection and management system.
Liu Zhiren said that the joint investigation team to Chenzhou has provided a learning opportunity for Chenzhou to ask questions and solve doubts, helped Chenzhou to further understand the difficulties and shortcomings of fiscal and taxation reform, and promote our city to launch more pragmatic measures and take a more solid step in establishing clear power and responsibility, financial coordination and regional balanced financial relations between superiors and subordinates. He urged all leaders and experts to conduct a comprehensive investigation on our city's fiscal and taxation work, and give more valuable advice and guidance. Chenzhou will make every effort to cooperate and serve, and create good conditions for the investigation.
