Chenzhou City held the launching ceremony of the "Volunteer City, Chenzhou" Special Fund of the China Volunteer Service Foundation and the "Love Blood Donation Season". On the spot, in the "Red Ocean" composed of volunteers, China Volunteer Service Foundation and Chenzhou Volunteer Service Federation signed a special fund agreement of "Volunteer City, Chenzhou". Shi Dahua, Director of China Volunteer Service Foundation, awarded a license for the special fund of "Volunteer City, Chenzhou", and the leaders at the meeting issued certificates for seven model blood donation representatives of Chenzhou City.

Chenzhou is the fourth city in China to set up a special fund for voluntary cities after Puyang in Henan, Taiyuan in Shanxi and Chibi in Hubei. The special fund of "Volunteer City, Chenzhou" is initiated by the China Volunteer Service Foundation and Chenzhou Volunteer Service Federation, and submitted to the Ministry of Civil Affairs for the record, with the city as the carrier and the socialist core values as the main line, which is a special fund for the construction of spiritual civilization and the development of voluntary services in cities.

In the future, the special fund of "Volunteer City, Chenzhou" will be used to promote all kinds of volunteer service public welfare projects in education, science, culture, health, sports and other undertakings, study and publicize the theory of volunteer service, reward organizations and individuals who have made outstanding contributions to volunteer service, strengthen cooperation, and promote and implement the assistance and cooperation of international volunteer service public welfare projects embodying international humanitarianism and promoting Chinese culture.

After the launching ceremony, the "Love Blood Donation Season" public welfare running around Chenzhou City in 2019 started. Nearly 1000 volunteers started from the foot of Suxianling and climbed to the top of Suxianling on foot. In addition, the public welfare running around the city will continue to hold in the city's 11 counties and municipalities one after another. At the same time, representatives of Chongqing, Yubei District of Chongqing, Shiyan City, Chibi City, Xiangyang City of Hubei Province and Gu'an of Hebei Province and other friendly cities visited the demonstration sites of the new era spiritual civilization practice in Chenzhou, such as Chenzhou City No.12 Primary School, Hunan Xiasheng Industry and the Memorial Museum of the Xiangnan Uprising, and participated the symposium.
