The Municipal Government Office recently issued the "Notice on Further Perfecting Drowning Prevention Work for Primary and Secondary School Students in the City" (hereinafter referred to as "Notice"), which extensively carried out special drowning prevention actions for primary and secondary school students in the city to curb the occurrence of drowning accidents among students and effectively guarantee the life safety of young people and children.

With the coming of summer vacation and the rising temperature, drowning incidents of primary and secondary school students have entered a high incidence period, with prominent problems of drowning.

The Notice calls for strengthening joint defense and control, and carrying out in-depth investigation and rectification of potential water-related safety hazards. Warning signs, safety belts and protective barriers should be set up for dangerous waters passed by students after school, especially rivers, lakes, mountain ponds, reservoirs, ditches, ponds, stagnant depressions, construction puddles, production and living water depressions, and the supervision telephone calls should be announced. We should comprehensively strengthen the care and patrol of key time periods, key waters and accident-prone areas.

"Notice" requires strict implementation of the system, and constantly strengthens the responsibility of security guardianship. Educational administrative departments and schools should focus on the safety supervision of students and implement the system of first-hand responsibility. Primary and secondary schools, kindergartens and team members, head teachers and other teachers should consciously shoulder the responsibility of propaganda and education for drowning prevention, and cooperate with relevant government departments, parents of students and guardians of students to do a good job in the supervision of drowning prevention and safety of students at the same time.

"Notice" emphasizes that the key points should be highlighted and the safety supervision of left-behind children in rural areas should be earnestly carried out. We should strengthen drowning prevention education for left-behind children in rural areas, and implement the participation of Party members and cadres in village groups in the safety supervision of left-behind children in territorial areas; should carry out various activities to care for left-behind children in rural areas and improve their safety awareness and self-help ability.

"Notice" also emphasizes that safety prevention and safety education for drowning prevention should be strengthened. The propaganda departments at the municipal and county levels should broadcast special films, public service advertisements and rolling subtitles of drowning prevention education through television, radio and Internet media, so as to widely publicize the knowledge of drowning prevention safety and self-rescue, and educate and guide primary and secondary school students to enhance their safety awareness and self-protection ability. Educational administrative departments and schools should carry out in-depth drowning safety warning education to enhance crisis awareness, responsibility awareness and prevention awareness.
